Finland Will Add a Civic-Knowledge Requirement in 2027
Summary
Finland has enacted a new civic-knowledge requirement for citizenship applications. It is separate from the Finnish or Swedish language requirement that already applies to most adult applicants.
The law enters into force on 1 January 2027, but the new requirement has a two-month transition period. It applies to citizenship applications submitted on or after 1 March 2027. Applications submitted through Enter Finland or at a Finnish Immigration Service location by 28 February 2027 will be handled under the current rules, even if an identity appointment occurs later.
What Will Change
Most people aged 18 to 64 who apply for Finnish citizenship on or after 1 March 2027 must demonstrate sufficient knowledge of Finnish society. The requirement can be met by:
- passing the new citizenship test;
- completing a Finnish- or Swedish-language matriculation examination in Finland;
- completing a Finnish- or Swedish-language higher education degree in Finland; or
- receiving a limited exception based on health, disability or another very serious reason.
Passing a Finnish or Swedish language test alone will not satisfy the new civic-knowledge requirement. The language and civic-knowledge requirements are separate.
The citizenship test will be available in Finnish and Swedish. Published official material says it will cover Finnish society and key legislation, fundamental and human rights, equality, gender equality, history and culture. The questions will be based on publicly available study material.
What This Means for the Pathway
The present residence, identity, language, integrity, financial-resources and payment requirements remain relevant. The 2027 amendment adds another requirement rather than replacing those tests.
The filing date matters. A person who already meets all current citizenship requirements should use the official instructions that apply on the actual submission date. A person filing from 1 March 2027 should not assume that an existing YKI or other language certificate also covers civic knowledge.
What Is Still Pending
The Finnish Immigration Service expects the first citizenship test in March 2027. It has said that more information about preparation, test locations and the testing process will be published before implementation. Those operational details, along with the final practical schedule, remain the main items to watch.
