Singapore's Employment Pass and S Pass Salary Floors Rise in 2027

Singapore's Ministry of Manpower has published future salary tables for its two main employer-sponsored skilled-work routes, the Employment Pass and S Pass. The dates matter: the higher amount does not apply to every application or renewal immediately, but it should already inform job offers and workforce planning that extend into 2027 and 2028.
The starting salary changes
The published starting fixed-monthly-salary amounts are:

These are starting amounts, not flat thresholds for every candidate. Both routes use amounts that rise with age.
For the Employment Pass, the non-financial-services table currently rises to SGD 10,700 at age 45 and above; the 2027 table rises to SGD 11,500. In financial services, the corresponding upper amounts move from SGD 11,800 to SGD 12,700.
For the S Pass, the non-financial-services table moves from an age-45 amount of SGD 4,800 to SGD 5,100. The financial-services table already reaches SGD 5,650 at age 45 and above and remains at SGD 5,650 in the published 2027 table, although the amounts at younger ages change.
The employer should use MOM's exact age table rather than extrapolating from the starting or oldest-candidate amount.
Application date and renewal date are different
The higher table applies to a new application submitted from 1 January 2027.
For renewals, MOM uses the pass expiry date. The higher table applies to renewals of passes expiring from 1 January 2028. An employer should not automatically apply the new-application date to an existing pass renewal.
Timing can therefore change the salary required for the same candidate. A role negotiated in 2026 but filed in 2027 must meet the 2027 new-application table. A pass that will expire in 2028 should be tested against the future renewal table well before the employer commits to its next salary cycle.
Employment Pass: salary does not replace COMPASS
Employment Pass eligibility uses a two-stage framework. The candidate must first meet the age- and sector-adjusted qualifying salary. Unless exempt, the application must then reach at least 40 points under the Complementarity Assessment Framework, or COMPASS.
The salary floor and the COMPASS salary criterion are not the same test. Meeting the floor permits the application to proceed to the next stage; it does not itself produce enough COMPASS points or guarantee approval. The employer should run MOM's Self-Assessment Tool using the intended filing date and the actual company and candidate data.
S Pass: quota and levy still matter
An S Pass application also needs more than the published salary. The employer must have room under the applicable S Pass quota, pay the foreign-worker levy and meet the route's other employer obligations.
A salary increase can make the candidate meet the new personal threshold without creating quota capacity for the employer. Both sides should confirm the salary table and the employer's live quota position before treating the offer as S Pass-ready.
Practical planning
For a planned 2027 application, the offer should identify fixed monthly salary rather than relying on discretionary bonuses, total household income or a headline annual package. The employer should confirm the candidate's age on the intended application date, the sector used by MOM, and whether the case is a new application or a renewal.
