Singapore Will Add a ONE Pass Track for AI and Technology Leaders

The new track places a technology-specific framework inside the Overseas Networks & Expertise Pass (ONE Pass). It is not simply a lower salary threshold or an automatic conversion for every Tech.Pass holder.
Announced applicant profile
The Ministry of Manpower's 2026 factsheet describes a candidate whose current or latest role is in a technology company, a technology division or a technology venture-capital firm. The experience test calls for at least five cumulative years during the previous ten years in specified founder, C-suite or technical roles.
The compensation framework uses a monthly total of SGD 30,000 under defined composition rules. Unlike the mainstream ONE Pass fixed-salary route, the announced technology framework can recognize a specified mix of fixed salary and vested non-cash components, subject to a fixed-pay floor and evidence rules.
The company also has to meet an announced qualifying-company test. Established-company market capitalization or revenue can matter, while some technology companies may use a funding-based test. Final application guidance should be used rather than estimating company eligibility from a press description.
Existing ONE Pass routes remain available
The mainstream ONE Pass currently covers people who meet its SGD 30,000 fixed-monthly-salary and established-company rules, as well as people with outstanding achievements in listed fields.
An AI or technology professional who meets the current mainstream criteria does not need to wait merely because a specialized track has been announced. Conversely, working in technology does not establish present eligibility where the current test is not met.
Tech.Pass transition
Singapore says the new track will replace Tech.Pass. Existing Tech.Pass holders should follow Economic Development Board and Ministry of Manpower transition instructions. The announcement does not promise automatic ONE Pass approval, and applicants may need to demonstrate the new criteria when transitioning.
What the pass would allow
Successful applicants would enter the ONE Pass framework, which generally permits work for multiple Singapore companies, job changes without a new employer-sponsored pass, and operation of Singapore businesses. Family, annual-reporting and renewal requirements remain separate.
The pass is temporary work residence, not permanent residence or citizenship. Those statuses require separate applications and assessments.
