Sweden Is Developing a Dedicated Citizenship Language Test

Summary

Sweden's citizenship knowledge requirement is already in force. Most applicants aged 16 to 66 must demonstrate both Swedish-language ability and knowledge of Swedish society. The remaining upcoming change is the rollout of a dedicated Swedish-language citizenship test.

The Swedish-society test began in August 2026. The Swedish Migration Agency says the dedicated language test is expected no earlier than autumn 2027. Until it becomes available, applicants who cannot use approved school records must rely on currently accepted language evidence, such as Tisus or another proficiency test accepted during the transition.

What Is Already Required

Current guidance sets different functional levels for different language skills: B1 for reading and listening, and A2 for speaking and writing. Applicants may use approved Swedish school, adult-education or Swedish-for-Immigrants records, qualifying Nordic school records, Tisus or another test that the Migration Agency accepts as reliable evidence.

Applicants must also demonstrate knowledge of Swedish society. Approved social-studies education can satisfy that part. The Swedish Council for Higher Education administered the first society-focused citizenship test in August 2026 for applicants directed to it by the Migration Agency.

Exemptions can apply to certain applicants, including Nordic citizens and some stateless people born in Sweden, and where disability or other circumstances make the requirement unreasonable or impossible.

What Is Expected to Change

The dedicated Swedish-language citizenship test is intended to become another way to prove the language requirement. Parliament adopted a phased commencement model. Its public summary states that the reading-and-listening test provisions are scheduled for 1 October 2027 or an earlier date chosen by the government, while other language-test provisions begin on a government-set date.

More recent Migration Agency guidance describes the practical rollout as expected no earlier than autumn 2027. A final registration schedule, locations, fees and recurring test dates have not yet been published.

What This Means for the Pathway

The future test does not postpone the language requirement. Someone applying now must use evidence accepted under the current rules. Conversely, a person with accepted education or another existing proof route may not need the future citizenship test at all.

Applicants should wait for an instruction from the Migration Agency before assuming they can register for a citizenship test. The agency decides who needs testing and whether other evidence already satisfies the requirement.
