Summary

Since 1 March 2023, a non-EU researcher with a hosting agreement from a research organization officially recognized in Belgium can use the researcher authorization. The recognized organization, not the researcher acting alone, files the combined work-and-residence application with the competent region.

The hosting agreement identifies the research project and is central to both eligibility and permit duration. The researcher generally must be outside the EU when the organization applies, but someone already lawfully authorized for a short or long stay in Belgium can use the official in-country exception.

Once a complete file is admissible, the region and Immigration Office must decide within 60 days. The authorization is renewable and its duration follows the regional work authorization based on the hosting agreement.

Documents outside German, English, French, or Dutch require a legalized translation into one of those languages under the official page. A doctoral researcher may fit when the activity and hosting agreement are genuinely research-focused rather than merely student enrollment.

What This Route Allows

The A card authorizes residence and work on the hosted research project. After arrival, the researcher registers with the commune within eight working days; Annex 49 can temporarily cover the stay while the electronic card is made.

The EU research framework also provides short- and long-term mobility mechanisms for a researcher authorized in another Member State, subject to the Belgian notification or application rules.

After completing the project, an eligible researcher may apply for a 12-month orientation year to seek work or start a business. Ordinary employment outside the researcher basis requires the appropriate Single Permit.

What This Route Is Not

This is not a general academic, university employee, or skilled-worker category. The organization must be recognized and must sign the statutory hosting agreement.

The permit does not create open-ended residence, and a job titled “researcher” without the recognized-host framework may need a different work category.

Next Steps

  1. Verify the host appears on the current Belgian list of recognized research organizations.
  2. Review the hosting agreement for the project, funding or remuneration, duration, and parties' obligations.
  3. Have the host identify the competent region and assemble the combined application.
  4. Obtain the passport, fee, medical, recent police, and resource documents, with required translations.
  5. File at least 60 days before the intended start or current Belgian status expiry where possible.
  6. After approval abroad, obtain the B13 D visa and register with the commune within eight working days.
  7. Apply for renewal early; before the project ends, choose between departure, the orientation year, or an independently approved work status.
