Summary

Canada has temporary public-policy permanent-residence pathways for eligible Hong Kong residents in Canada. As of the current IRCC page, the pathway is open until August 31, 2026.

There are two streams: Stream A for in-Canada graduates and Stream B for Canadian work experience.

Eligibility

Both streams require the applicant to:

Stream A is for recent Canadian graduates from a designated learning institution. Stream B is for applicants with qualifying Canadian work experience in the last 3 years.

Duration, Renewal, and Long-Term Path

Approval grants Canadian permanent residence. Permanent residents can later apply for Canadian citizenship after meeting the ordinary residence and citizenship requirements.

What This Route Allows

This route can be direct and practical for Hong Kong residents already in Canada with recent Canadian education or work experience.

What This Route Is Not

This is not a route for applicants outside Canada. It is also time-limited and should not be relied on after the current closing date unless Canada extends or replaces it.

Next Steps

  1. Confirm the passport requirement.
  2. Confirm current temporary resident status in Canada.
  3. Choose Stream A or Stream B.
  4. Gather education or work-experience records.
  5. Take an approved language test at the required level.
  6. File before the current deadline if eligible.
