Summary
Cyprus's investor Immigration Permit is a permanent residence route under Regulation 6(2) of the Aliens and Immigration Regulations. It is for third-country nationals who invest at least €300,000 in Cyprus and meet the policy's income, health-insurance, character, source-of-funds, and non-employment requirements.
The current expedited policy is the 4th revision, effective 2 May 2023. The Migration Department page was posted on 29 December 2025.
This is permanent residence by investment. It is not the former Cyprus citizenship-by-investment programme, which was terminated in 2020.
Eligibility
- You are a third-country national.
- You invest at least €300,000 in one of the qualifying categories:
- first-sale house or apartment from a development company, worth at least €300,000 plus VAT
- other real estate, such as offices, shops, hotels, or related developments, with a total value of at least €300,000; resale property can qualify
- share capital in a Cyprus company that is based and operating in Cyprus, has a proven physical presence, and employs at least 5 people
- units of a Cyprus collective investment organization, such as an AIF, AIFLNP, or RAIF, whose investments are held in Cyprus
- The investment funds are transferred to Cyprus from abroad and paid into the seller's account in a Cyprus financial institution.
- You can prove secure annual income of at least €50,000, plus €15,000 for a spouse and €10,000 for each dependent minor child.
- You and your spouse provide clean criminal-record certificates from your country of origin and country of residence, if different.
- You and your dependent family members hold health insurance covering inpatient and outpatient care.
- You and your spouse confirm that you do not intend to undertake ordinary employment in Cyprus, except employment as directors in the company in which you invest under the policy.
- You provide accommodation evidence where required.
What This Route Allows
This route can grant a permanent residence right in Cyprus to the main applicant, spouse, and dependent children under 18. Adult dependent student children can apply separately if they meet the policy conditions. Adult children who are not financially dependent may also be included through a higher-value investment.
The residence right is of unlimited validity for the holder and adult dependents. The residence card itself is valid for 10 years and must be replaced when it expires. Residence cards for minor dependents are valid until age 18.
What This Route Is Not
This is not citizenship by investment and does not directly grant a Cypriot passport. Citizenship is a separate naturalization process and requires actual residence and the ordinary citizenship requirements.
This is also not an ordinary work permit. The policy requires a non-employment confirmation, with the specific exception for director roles in a company in which the applicant has invested under the policy.
The permit can be cancelled if the investment is sold or alienated without immediate replacement by another qualifying investment of equal or greater value. It can also cease to be valid if the holder and dependents fail to acquire residence in Cyprus within 1 year of approval, acquire permanent residence abroad, or are absent from Cyprus for 2 years.
