Summary

This route can let a non-EU citizen who already holds formal EU long-term resident status from another participating EU country move to Luxembourg for more than 3 months. The move must have a documented purpose, such as salaried work, self-employment, study or vocational training, or another substantiated reason.

It is mobility between participating EU countries, not free movement. Luxembourg makes a new residence decision and can require the conditions for the intended activity.

Eligibility

The applicant must hold the specific EU long-term resident status created by Directive 2003/109/EC. A national permanent-residence card, an ordinary multi-year permit or 5 years spent somewhere in Europe is not enough unless the issuing country has actually granted that EU status.

Useful evidence includes the other Member State's EU long-term resident card and decision, passport, proof of the Luxembourg purpose, income and bank records, insurance and housing evidence. A family member who already formed part of the family in the first Member State may have an accompanying-family procedure, but must still apply and prove the relationship, prior residence and resources.

What This Route Allows

If approved, Luxembourg issues a residence permit for the authorized purpose. Under Luxembourg's immigration law, that permit is valid for 5 years and renewable while its conditions remain met.

The status can support salaried work, self-employment, study or another approved activity, but only on the terms authorized by Luxembourg. After completing the required lawful residence in Luxembourg, the person may separately seek Luxembourg EU long-term resident status; the EU framework prevents a person from retaining that status indefinitely in two Member States at once.

What This Route Is Not

This is not EU citizenship, visa-free settlement, or automatic recognition of a foreign professional or business license. It cannot be used before the first participating Member State has formally granted EU long-term resident status.

It also does not bypass Luxembourg's labor, business, study, resource, insurance or public-order rules. A residence purpose described only as “moving to Luxembourg” is not enough.
