Luxembourg's student permit is for a non-EU citizen whose main activity is a full-time, complete higher-education cycle in Luxembourg leading to a recognized academic degree or diploma. Admission, funding and health insurance are central.

Qualifying institutions are the University of Luxembourg, establishments awarding a BTS advanced-technician certificate and approved private higher-education establishments. A PhD candidate enrolled in a doctoral program is treated as a student for this route.

Eligibility

The applicant must have proof of admission or enrollment in the qualifying full-time course and show monthly resources of at least 80% of the current social inclusion income (REVIS) for living and return travel. The REVIS is indexed, so the current amount must be checked when applying and renewing.

Resources can be shown through a scholarship or student loan, the student's bank records, solvent parental support or the prescribed support undertaking from an eligible Luxembourg sponsor. The official assessment can also count material benefits such as free accommodation and permitted part-time pay. The evidence should cover at least one academic year and the cost of return travel.

The file also includes a valid passport, criminal-record extract or accepted affidavit, health insurance covering Luxembourg and parental authorization if under 18. Temporary authorization must be obtained before entry; an application made from Luxembourg is inadmissible. After arrival, the student declares arrival within 3 days, completes the medical check and applies for the residence card within 3 months. The card fee is €80.

What This Route Allows

The card is valid for at least one year, or for the shorter study cycle, and can be renewed while enrollment, resources and other conditions continue. Renewal should be requested within the 2 months before expiry.

The student may work outside study time for an average of no more than 15 hours per week over one month. The cap does not apply to work during school holidays, doctoral-program research at a higher-education establishment or approved research institute, or University of Luxembourg assistant contracts. The employer has notification duties. A curriculum-required internship completed while the student permit is valid does not need a separate trainee authorization.

After completing in Luxembourg a diploma leading to a Master's degree or defending a PhD thesis, the student may qualify for the 12-month job-search or business-creation route. A holder who already has an education-related job or concrete business plan may be able to switch directly under the separate graduate procedure.

This is not a permit for a casual course, part-time study or a program that does not lead to the required degree or diploma. Admission alone does not prove sufficient resources or insurance.

It is not an open work permit. Student status itself is excluded while applying for EU long-term resident status, and any later treatment of study periods requires careful analysis rather than assuming all student time counts in full.
