Summary

Luxembourg has separate temporary residence categories for a non-EU trainee, youth volunteer, secondary-school exchange pupil or au pair. Each depends on a genuine approved host, program or agreement and has its own age, education, funding and duration rules.

These are hosted training and cultural-exchange routes, not one general work or relocation visa.

Eligibility

Trainee or intern

For a stay over 3 months, the internship must form part of current higher education or begin within 2 years after completing the qualifying higher-education award. The host agreement must describe the educational purpose, program, duration, supervision and schedule. Resources must reach 80% of the current indexed REVIS; allowances, scholarships, bank funds, a qualifying guarantor and material benefits can count. The host must accept responsibility for stay and return costs. An internship within a valid Luxembourg student program normally stays under the student permit; an intra-group internship over 3 months uses the ICT route.

Youth volunteer

The volunteer must have completed compulsory education, be under 30, register with the National Youth Service, receive its approval and sign an agreement with an approved host for a specific volunteer project or program. The organization must guarantee living and return costs.

Secondary-school exchange pupil

The pupil must be 14 to 21, be admitted to a Luxembourg secondary school and participate through a bilateral exchange or European education or lifelong-learning program. The exchange organization must cover living and return costs, and a selected host family or approved structure must provide accommodation for the whole stay.

Au pair

The au pair must be at least 18 and under 30, have a certificate giving access to higher education or prove school attendance through at least age 17, meet the language condition, have a recent medical certificate and obtain youth-ministry approval. An approved host family and signed hosting agreement are required. Salaried or freelance work outside the au pair arrangement is prohibited.

Each branch normally requires temporary authorization before entry, passport and background records, health coverage and its route-specific agreement. After entry, the person completes commune arrival, the immigration medical check and the residence-card application. Guichet.lu lists an €80 card fee for these permits.

What This Route Allows

A trainee card normally lasts for the internship, up to 6 months. It can match a longer internship only where the academic cycle itself requires an agreement longer than 6 months.

A volunteer card is valid for one year, exceptionally for the longer volunteer program, and is not renewable. A school-exchange card is valid for at most one year and is not renewable. An au pair card is valid for at most one year and is not renewable.

The holder may carry out only the activity described by the permit and agreement. Accommodation, support, supervision and program safeguards remain part of compliance throughout the stay.

What This Route Is Not

These permits are not open work permits, general gap-year residence or ordinary routes to settlement. Volunteer, pupil and au pair status cannot be changed to another category after expiry; the trainee route also bars a category change after its permit expires.

An informal internship, private volunteer arrangement, ordinary school admission without the qualifying exchange, or unapproved host family does not meet the relevant route.
