Summary
Latvia can issue temporary residence permits to foreign investors through several statutory investment categories. It is broader than a classic real-estate golden visa: the law includes company-capital, real-estate, bank-liability, and government-securities routes.
The lowest listed threshold is a qualifying capital-company investment of €50,000 plus a €10,000 state budget payment. Other routes can require €100,000, €250,000, €280,000, or additional state payments depending on the investment type.
This is a residence route, not direct citizenship. Latvian citizenship is a separate naturalization process after a longer residence path.
Eligibility
- You make one of Latvia's qualifying investor investments:
- at least €50,000 in a qualifying smaller capital company, plus €10,000 paid into the State budget
- at least €100,000 in a larger qualifying capital company, plus €10,000 paid into the State budget
- qualifying real estate with a value of at least €250,000, plus the required state payment
- subordinated liabilities with a Latvian credit institution of at least €280,000, plus €25,000 paid into the State budget
- qualifying interest-free state securities with a nominal value of €250,000, plus €38,000 paid into the State budget
- The investment meets the detailed statutory conditions for that route
- You can document lawful source and ownership of funds
- You meet the standard residence-permit requirements, including identity, admissibility, health-insurance, and document rules
What This Route Allows
This route can allow temporary residence in Latvia for up to 5 years through a qualifying investment. It can be useful for investors who want an EU residence base and are willing to satisfy Latvia's investment and compliance requirements.
What This Route Is Not
This is not direct citizenship and not a guaranteed approval just because money is available. The lowest €50,000 route is a company-capital route with business-size limits and state-payment requirements, not a passive real-estate purchase.
