Paraguay offers a streamlined residency track for spouses, minor children, and parents of Paraguayan citizens — and a simpler family-reunification path for dependents of foreign residents already established in Paraguay. If you're married to a Paraguayan or have close Paraguayan family, you bypass most of the usual residency requirements and often skip the two-year temporary phase entirely.

The statutory basis is Ley 2193 (family reunification) for relatives of Paraguayan nationals, and the Migration Law 6984/2022 family provisions for dependents of foreign residents. Direct relatives of Paraguayan citizens can receive permanent residency from the start, no income or investment proof required. The cédula de identidad is issued before the residency card in this track — a quirk unique to family-of-Paraguayan applications.

The spouse-of-Paraguayan process

Spouses of Paraguayan citizens follow a three-step sequence that's different from the standard Migraciones flow:

  1. SEDERREC certification — the Secretaría de Desarrollo para Repatriados y Connacionales Refugiados issues a Certificado de Repatriación confirming the family tie.
  2. Cédula de identidad — the National Police Identification Department issues your Paraguayan ID card before residency — unusual and unique to this track.
  3. Migraciones filing — you apply for the Carnet de Admisión Permanente at the Dirección Nacional de Migraciones.

The outcome is permanent residency from day one, no temporary phase. The Certificado de Repatriación also waives the standard Migraciones application fee.

Spouse and children of foreign residents

If you're a foreign resident in Paraguay and want to bring a spouse or minor child, the family-reunification filing under Law 6984/2022 lets dependents piggyback on your status. They receive the same residency category (temporary or permanent) you hold. The bar is showing a valid marriage or filiation plus your ability to support them.

Dual citizenship

Paraguay accepts dual citizenship following the 2011 constitutional amendment — spouses of Paraguayans do not have to renounce U.S. citizenship. If you eventually naturalize after three years of permanent residency, you keep your U.S. passport.

Naturalization timeline for spouses

Spouses of Paraguayans who naturalize follow the standard Article 148 rules — three years of permanent residency, language competency, and good character. In practice Supreme Court review treats two years of marriage plus residence more favorably, but the statutory clock is the same three years.

  1. Gather the marriage or filiation documents. A U.S. marriage certificate or U.S. birth certificate showing the family tie, apostilled by the issuing state and translated into Spanish by a certified Paraguayan translator.
  2. Assemble personal papers. Your U.S. passport, FBI background check (apostilled), and a Paraguayan police certificate once you're in-country.
  3. Get the SEDERREC certificate (if married to or related to a Paraguayan). SEDERREC is a separate agency from Migraciones and the first stop in the family track.

  6. Renew and track the naturalization clock. Three years of permanent residency is the gate for Paraguayan citizenship, filed through the Corte Suprema de Justicia.
