Summary

SUACE — Sistema Unificado de Apertura y Cierre de Empresas — is Paraguay's one-stop-shop for business formation and the investor-residency vehicle for entrepreneurs. It's not a separate visa category so much as a coordinated filing window that consolidates the Ministry of Industry and Commerce (MIC), the Subsecretaría de Estado de Tributación (SET), the Dirección Nacional de Migraciones, and the commercial registry under a single intake. An entrepreneur uses SUACE to coordinate company formation, tax registration, investor certification, and the residency filing.

SUACE is the preferred path for Americans setting up a productive business in Paraguay — an import/export operation, a software services firm, a hospitality venture, or an agricultural business. It bypasses the two-year temporary residency phase that Migration Law 6984/2022 otherwise imposes, because the investor certificate issued by SUACE qualifies the holder for immediate permanent residency under Law 978/96, Article 34.

Employment commitment

This is a strong signal — not a hard statutory minimum — and weighs favorably in how quickly the investor certificate is issued. Import/export and services businesses can often satisfy this naturally; solo freelancers should consider the rentista track instead.

Coordinated filing

SUACE coordinates the company, tax, investor-certificate, and immigration steps through one intake. The investor certificate remains the key document for the permanent-residency filing, so the practical sequence is: form the company, fund it, secure the investor certificate, and complete the Migraciones filing.

Tax profile

Paraguay operates a territorial tax system and a 10% corporate income tax (one of the lowest in Latin America). Foreign-source income is outside the tax net. VAT runs at 10% on domestic sales. Americans benefit here especially — exported services (consulting, software, agribusiness exports to other countries) can often qualify for VAT exemption.

Dual citizenship and naturalization

Paraguay accepts dual citizenship since the 2011 constitutional reform. Because SUACE delivers permanent residency on day one, the three-year naturalization clock starts immediately. An entrepreneur who maintains the business, spends at least 183 days per year in-country, and builds Spanish competency can apply for naturalization at the Supreme Court by year three — one of the fastest citizenship timelines in Latin America.

  1. Design the business. Identify the sector, Paraguayan market fit, and employment plan. Import/export, ag-tech, software services, and hospitality are the most common SUACE vehicles for Americans.
  2. Engage a Paraguayan corporate attorney and accountant. SUACE filings are technical; a local team handles corporate structuring, notarizations, and ongoing compliance. Budget $3,000–$8,000 for setup.
  3. Apostille personal documents. U.S. passport copy, birth certificate, marriage certificate (if bringing a spouse), FBI background check, and source-of-funds evidence. All require certified Spanish translations.

  7. Watch the naturalization milestone. After three years of permanent residency with clean records, Spanish competency, and continued business operation, file the naturalization petition with the Corte Suprema de Justicia.
