Portugal's Qualified Job-Seeker Visa Is Still Waiting to Open

Portugal has created the legal structure for a qualified job-seeker visa without yet completing the rules needed to identify who qualifies. This means the route exists in legislation but is not presently an open consular application category.

How the replacement route is designed

Article 57-A provides for a single-entry visa valid for 120 days and extendable for another 60 days. Its holder would be able to enter Portugal to seek highly qualified professional work and perform that work during the visa's validity, subject to the rest of the legal framework.

The critical restriction is that the applicant must have specialized technical skills. The law delegates the definition of those skills to a joint regulation issued by the government members responsible for foreign affairs, migration, education and labor.

Without that definition, an applicant cannot reliably show that a degree, profession, occupation or experience profile is within the route. A general intention to find work is no longer enough.

Why the old visa cannot be used

Before 23 October 2025, Portugal had a broader job-seeker visa that could support a search for ordinary employed work. Law 61/2025 replaced that model with the qualified route.

An old consular checklist, appointment category or third-party service may still describe the former visa. That material does not restore a repealed eligibility basis. A payment or appointment made under obsolete instructions may produce delay or refusal rather than a protected application.

What applicants should wait for

The Ministry of Foreign Affairs' visa page says the qualified category is not yet available at consular posts because the regulation is pending. A usable launch should therefore include at least:

The future route is not necessarily restricted to people who already hold a Portuguese job offer, but it is designed for a focused search for highly qualified work. Applicants should not assume that any job found after arrival will support the follow-on residence step.

Alternatives while the route is unavailable

A person with an employer, independent activity, research appointment, highly qualified role or another qualifying basis should use the route that actually corresponds to those facts. The future job-seeker visa is not permission to enter under a visitor status and then convert automatically.
