Turks and Caicos Islands

Turks and Caicos distinguishes permanent residence through home investment, business investment, and ten years of qualifying legal residence while currently living there. The home and business routes modeled here require a Governor's Certificate of Undertaking and completed qualifying investments. An undertaking is a conditional written commitment to grant residence once a specified investment and other conditions are met; it is not a residence certificate. Their amounts vary by island: the home route starts at USD $300,000 on five named islands and the business route at USD $750,000 there, with higher thresholds elsewhere.

The government also has a separate USD $1 million home-or-business route. Applicants who have already completed a qualifying investment do not need the Governor's advance commitment for that category. The investment agency recommends seeking one before investing. Its USD $1 million threshold must not be confused with the lower-island routes.

The home-investment certificate does not allow work. The business-investment and no-undertaking categories restrict work to the holder's own business or enterprise; a qualifying ten-year resident may work if granted a certificate. Dependents need their own work permission. A Permanent Residence Certificate is not itself Turks and Caicos Islander status or British citizenship.
