Summary

Turks and Caicos has a Permanent Residence Certificate (PRC) route for a qualifying completed business investment with a Governor's Certificate of Undertaking. This undertaking is a conditional written commitment from the Governor to grant a PRC once a specified investment and other conditions are met; it is not the PRC itself. The government's published requirements set a USD $750,000 floor on Grand Turk, Salt Cay, South Caicos, Middle Caicos, and North Caicos, and USD $1.5 million on the other islands. The business must create jobs, with at least 60% of employees not holding work permits.

Eligibility

The investment must be in a business or enterprise on the relevant island. The government asks for the Governor's undertaking, a business license, ownership proof, accounts showing the amount invested, and a staff register showing employees' immigration status. It also lists a recent police certificate, medical certificate, and character references. A passive property holding or a business plan without the required completed investment and staffing evidence does not yet meet this route's published test.

Another government category covers USD $1 million invested in a home or business without an undertaking. It has different conditions; the USD $750,000 lower-island business threshold belongs to the route with an undertaking.

What This Route Allows

An approved principal holder may reside indefinitely under the PRC and work in their own business or enterprise. This is narrower than a general right to work for any employer. Dependents may be endorsed if eligible, but need separate permission to work.

What This Route Is Not

Investment alone does not issue a PRC, replace business licensing, or grant Turks and Caicos Islander status, British Overseas Territories citizenship, or a British passport. The home-investment PRC has a different threshold and does not allow work.

Next Steps

  1. Confirm the island, business structure, undertaking, and qualifying amount with the PRC office.
  2. Verify the hiring plan and 60% staffing test; keep payroll and immigration-status records.
  3. Prepare business license, ownership, accounts, personal certificates, and source-of-funds evidence.
  4. Budget for separate government fees and confirm the exact work endorsement on any approved certificate.
