Summary
Albania’s permanent-residence route is for established residents whose permits and absences meet the five-year test, rather than anyone who first arrived five years ago. You also need an eligible current status. After approval, the document is replaced every ten years, but its expiry alone does not end the underlying long-term status.
Eligibility
Article 87 requires at least five years of legal, continuous residence, measured from the first residence-permit application, unless a specific exception applies. This entry assesses the ordinary five-year route.
Absences normally must be no longer than six months individually and ten months in total during the qualifying five years. Longer justified or exceptional absences can be accepted under the conditions set by law, including prior notification to the responsible authority. Retain evidence and obtain confirmation before relying on that exception.
Prior study or vocational-training residence counts at half rate. Article 88 excludes applicants currently staying for study or training, temporary protection, pending protection or asylum claims, seasonal work, cross-border services, or other officially limited temporary grounds. Changing to an eligible status matters before relying on prior student time.
You must also document stable lawful resources for the household without social assistance, suitable housing, Albanian health-system coverage, and regular payment of applicable taxes and duties. The implementing checklist requires an Albanian criminal-record certificate issued within the preceding six months and the applicable identity and residence records.
-
List your residence history Gather permits, application dates, travel dates, and changes of status.
-
Work out which periods count The usual rule is five years. Previous study or training counts at half, unless a confirmed exception applies.
-
Check your current permit Some temporary permits do not allow this application. Check your status and when you can apply.
-
Gather the remaining records Show financial support, housing, health coverage, taxes, and the required personal documents.
Five years since arrival may not equal five qualifying years. Your time abroad and current permit also matter.
What This Route Allows
Approval grants permanent residence under Albanian law. The document is replaced every ten years, and the law states that expiry of that document alone does not remove long-term-resident status. Continuing conditions are subject to periodic checks, and separate loss or cancellation grounds still apply.
EU citizens have a separate permanent-residence certificate regime under Article 33/1. Other special provisions, including successful self-employment and some family circumstances, need their own assessment.
What This Route Is Not
This is not an arrival route, automatic citizenship, or a right to live elsewhere in Europe. Five years of calendar presence do not necessarily equal five qualifying years. It is also separate from ordinary citizenship, which has a longer residence period and requires an existing permanent permit.
