Summary
Permanent Residence (PR) is Belize's standard long-term residency status and the main bridge to Belizean citizenship. It's governed by the Belize Immigration Act (Chapter 156) and issued by the Belize Immigration and Nationality Department.
The typical U.S. applicant reaches PR by living in Belize for roughly a year on visitor permits and Temporary Residence status, then applying to upgrade. Once you hold PR, you can work, study, open businesses, own property, and stay indefinitely — and the clock starts running toward naturalization at year 5 of total legal residence.
Eligibility
You qualify to apply for Permanent Residence when all of the following are true:
- You have resided in Belize continuously for at least one year immediately before the application. Travel out of Belize during this year is limited — generally no more than 14 consecutive days abroad without permission from Immigration.
- You hold or have held legal status during the qualifying year. The common paths:
- Visitor permit renewals — Belize lets tourists extend their 30-day entry stamp at Immigration one month at a time. Applicants routinely use this for 11–12 months before applying for PR.
- Temporary Residence issued annually to workers, investors, and spouses.
- Work permit tied to a Belizean employer.
- You can document financial self-sufficiency — a savings balance, monthly income, or business income. The bar is not statutorily fixed but $500–1,000/month is the practical floor most case officers expect.
- You have a clean criminal record from the U.S. (FBI identity-history report, apostilled) and any country where you've lived in the past year.
- You have a recent medical certificate — physical exam and HIV test from the past 3 months.
- You are of good character and intend to continue residing in Belize.
What doesn't count toward PR
QRP (Qualified Retired Persons) status does not count as qualifying residence for PR. QRP is a separate Tourism Board program with its own tax-exempt framework. QRP holders who later decide they want PR or citizenship need to switch tracks and start over on the Immigration Department side.
Work Where You Vacation and other short-stay permits are likewise not a PR bridge — they're 6-month visitor extensions, not residence.
Dual citizenship
Belize permits dual citizenship, and PR is a direct stepping-stone to naturalization at year 5. U.S. citizens do not give up any rights on the U.S. side by holding Belizean PR.
Fees
U.S. applicants currently pay a PR application fee of approximately $1,000 — Belize charges on a reciprocity basis and the U.S. is a higher-fee bracket. Fees for spouses and dependent children are lower.

This is not a guarantee of approval. Immigration authorities can still review documents, admissibility, background, funds, and whether the facts match the pathway rules.
Next Steps
- Enter Belize on a visitor permit. U.S. passport holders get a free 30-day entry stamp on arrival.
- Renew the visitor permit monthly. Bring your passport to any Immigration office. The first six renewals cost BZD 100 each (around $50); the next six cost BZD 200. Keep every receipt — Immigration uses them as proof of continuous presence.
- Don't leave the country for extended periods. A trip back to the U.S. of 14+ days generally resets the continuous-residence clock unless you've obtained a re-entry permit in advance.
- Gather the PR application package. Apostilled U.S. birth certificate, FBI background check (apostilled), medical certificate from an approved Belizean physician, proof of income or savings, bank statements, photos, passport copies, and proof of address in Belize (lease or title).
- File the PR application in Belmopan. Submit to the Belize Immigration and Nationality Department. Pay the fee (around $1,000) and keep your local status valid while the file is reviewed.
- Receive your Permanent Residence card. Once approved, you get a PR card that lifts the monthly renewal requirement and grants the right to work.
- Year 5 — apply for naturalization. Five years of legal residence (of which at least the final year is continuous in Belize) qualifies you to apply for citizenship under the Nationality Act.
