Germany's Section 16d(1) recognition route is for a person whose foreign professional qualification has been assessed in Germany and found not yet fully equivalent. It allows the person to complete the specific course, practical training, supervised work, language training, or exam preparation identified as necessary for full recognition.

A related short route covers a skills analysis when the recognition authority cannot compare the qualification because documents are missing or insufficient and decides that practical assessment is appropriate.

For a skills analysis, the competent recognition body must first decide that the analysis is needed, and the applicant must have an accepted place for the assessment, suitable German, and living-cost support.

What This Route Allows

The recognition-measure permit is normally issued for up to 24 months and can be extended for up to 12 more months when needed, to a maximum of three years for this purpose.

The holder may take unrelated secondary work for up to 20 hours per week. Work in the occupational field connected to recognition may be allowed without that hourly limit when the Federal Employment Agency approves it.

A skills-analysis permit is limited to a maximum of six months.

After full recognition or receipt of the professional license, current Section 20 can allow up to 18 months to find qualifying employment if living costs are secured. If a suitable job, study place, or training place is already available, the person may apply directly for the corresponding residence title.

What This Route Is Not

This is not the Recognition Partnership, which begins with a German employer and allows the formal recognition procedure to occur after entry. Section 16d(1) normally starts with a recognition authority's partial-recognition decision.

It is not a general study or work permit. The planned measure must address the deficits identified by the recognition authority.

Missing documents do not automatically qualify someone for a skills analysis; the competent body must decide that this assessment is appropriate.
