Summary
If you are not a Chinese national and have made Hong Kong your home for seven continuous years, you may be able to apply for permanent-resident status. You must prove that the years count under the rules and that Hong Kong is your only permanent home.
This guide is for people already living in Hong Kong. It is not a way to make a first move there.
Eligibility
Which years count
You need seven continuous years of “ordinary residence” immediately before applying. This means living legally in Hong Kong in circumstances that count under the permanent-residence rules.
Not every immigration category counts. Time as a foreign domestic helper or imported worker is among the excluded categories. Trips abroad are assessed in context: do not automatically subtract every absence or assume all absences can be ignored.
Your home and application
You must have entered with a valid travel document and show that Hong Kong is your only permanent home. Support your declaration with records of your life there.
Apply for verification while you are legally in Hong Kong. Keep your existing immigration permission valid if it would expire before the decision.

Not all immigration categories count. Permanent residence is separate from citizenship, and long absences can affect it.
What This Route Allows
Once your eligibility is verified, you can obtain a permanent identity card and the right of abode: the right to live and work in Hong Kong without the usual visa time limit.
What This Route Is Not
Seven years alone does not automatically establish permanent residence. The Immigration Department must check your history and documents.
This is not Chinese citizenship and does not automatically make you eligible for a Hong Kong passport. A non-Chinese permanent resident can lose the status after at least 36 continuous months away following the end of ordinary residence in Hong Kong. Check those rules before moving abroad for a long period.
Next Steps
- Confirm that your immigration categories and residence history fit this non-Chinese-national route.
- List your immigration permissions and trips abroad, with supporting records.
- Gather evidence that Hong Kong is your only permanent home, then apply for verification while legally present.
- After verification, follow the identity-card process and check how to keep your permanent status.
