Norway Permanent Residence
At a glance
Adults with eligible Norwegian residence permits may apply for permanent residence after the required continuous period of living there. You must also meet the current permit, income, language, and social-studies requirements, unless an exemption applies.
- Residence period
- Normally three or five qualifying years
- Current status
- Valid qualifying permit required
- Income and tests
- Own qualifying income and the required Norwegian A2 and social-studies tests, unless formally exempt
Summary
People with a qualifying residence history can apply to stay permanently in Norway, normally after three or five continuous years on eligible permits. The current permit conditions must still be met, along with the applicable income, Norwegian-language and social-studies requirements or a documented exemption.
Criminal penalties can add a waiting period. Holding any Norwegian permission for three years is therefore not enough, and the separate permanent residence right for people under European free-movement rules should not be confused with this process.
Eligibility
EEA means the EU countries plus Iceland, Liechtenstein, and Norway.

What This Route Allows
Reside and work indefinitely, with additional protection against expulsion.
What This Route Is Not
This is not the separate permanent right of residence for EEA nationals. Holding any Norwegian permit for three years is insufficient.
Next Steps
Use UDI’s nationality-specific checklist to calculate your residence period, absence history, income window, and applicable exemptions before applying.
