Summary

Italy's scientific-research permit is an outside-quota route for a non-EU researcher hosted by a research organization included on the Ministry of Universities and Research's approved list. The host and researcher sign a hosting agreement for an approved research project, and the host applies for the research nulla osta.

The researcher must hold a higher-education qualification that gives access to doctoral programs. A person entering Italy in order to earn a doctorate, master's degree, or specialization normally uses a study route instead.

Eligibility

The hosting agreement identifies the project, researcher-host relationship, duration, and working conditions. Research may be carried out as employment, self-employment, or a research grant, but it must remain genuine hosted research.

The agreement must ensure resources at least twice the social-allowance amount, return-travel costs, and health coverage through insurance or the National Health Service. The host submits the nulla osta to the immigration one-stop office and carries statutory responsibility for specified costs.

The applicant provides the qualification, passport and visa records, hosting agreement, and any civil or admissibility documents requested by the consulate. A discussion with an institution or an informal invitation is not yet a hosting agreement.

What This Route Allows

The residence permit is generally valid for the research program's duration and can be renewed if the project is extended. It authorizes the research under the agreement and may allow teaching connected to the research.

Qualifying family members can join regardless of the research permit's duration, and the family permit allows work. After the research ends, the researcher may request a job-search or business-start permit for at least nine and up to twelve months if the statutory conditions are met.

EU rules also allow short-term and long-term researcher mobility from another participating member state. The notification or Italian permit procedure depends on the length and facts; it is not ordinary visa-free work.

What This Route Is Not

This is not a general academic job-search visa, a study permit for obtaining a qualification, or a route for independent research with no approved host. A university job is not automatically a research-permit case if the legal hosting framework is absent.

It is outside Decreto Flussi, but the host still must obtain the specific research nulla osta and meet the financial guarantees.
