For ordinary salaried work, the employer may need to work through ADEM before the worker applies for authorization to stay. ADEM is Luxembourg's public employment agency; in this context, it checks the declared vacancy and can issue the certificate that lets an employer recruit a third-country national. The application is normally approved before the worker moves to Luxembourg.
