Summary
Latvia’s employee residence allows a foreign worker to live there for an approved local job. The employer must complete the required employment-agency steps and support the invitation used for the residence application. The vacancy, pay, and supporting documents are assessed under current national rules. Older guidance about annual registration should not be used as the application checklist.

Eligibility
The Latvian employer supports the invitation and residence application and completes the required employment-agency process. Current national rules control the vacancy assessment, salary, and documents; older annual-registration guidance is no longer reliable.
The employer must meet current hiring and pay requirements. Russian and Belarusian nationals need an applicable exception to the permit restrictions, and the September 2026 immigration law governs new applications.
The employment contract must identify the real job and its pay and conditions. You also need the qualifications or professional license required for that role in Latvia; experience alone does not replace a mandatory license.
Latvia restricts residence applications from Russian and Belarusian nationals. The applicant needs a permitted basis or exception covering the specific application, together with any required entry permission. A second citizenship does not automatically resolve the issue.
More about this route
Applications need to follow the current Latvian rules, including the September 2026 immigration law. Older descriptions of annual registration can give an incomplete picture of the process. Russian and Belarusian applicants also need a permitted application basis or exception; a job offer or second citizenship does not automatically resolve those restrictions.
Some workers will need basic Latvian and an integration course
Some workers will need basic Latvian and an integration course
From December 31, 2027, covered temporary residents with permits issued for at least 18 months in total will have integration duties. Ordinary workers can fall within the rule, but exemptions include intra-company transferees, certain age and health circumstances, and permits issued under the former law.
Timing: Section 48 takes effect December 31, 2027. Cabinet rules will govern the program’s content and organization. The commencement date does not by itself give every resident the same course-completion deadline.
What This Route Allows
The permit allows you to live in Latvia and do the work covered by the approval. Work remains subject to the approved employment and current change-of-employer rules. If the employer or role changes, the applicable notification or approval procedure needs to be checked before relying on the existing permission for the new job.
What This Route Is Not
A job offer does not by itself authorize work. This route does not cover general freelancing or unrestricted work for other employers.
Next Steps
The employer can confirm the current vacancy assessment, salary requirement, and invitation procedure with the Latvian authorities. The worker’s residence application should follow that current process, with any nationality restriction resolved on its own terms rather than assumed to be covered by the invitation.
