Summary

Latvia’s EU Blue Card allows an eligible foreign professional to live and work there in a qualifying highly skilled job. The employer, occupation, and salary must all fit the national rules; holding a degree alone is not enough.

Latvia checks the worker’s relevant higher education or accepted professional experience as well as the contract. The reduced salary threshold is restricted to specified shortage professions. A regulated occupation also needs the required professional recognition.

The salary category must match the highly qualified occupation
  1. Confirm the qualifying job and credentials Match the contract, duties, education, or accepted experience.
  2. Identify the applicable salary threshold Use a reduced threshold only where the specified shortage-profession rule applies.
  3. Complete the employer-supported application Follow current invitation, immigration, and nationality-specific rules.

A Blue Card application is not a job-search permission or an immediate right to work throughout Europe.

Could this pathway work for you?

Eligibility

A local employer must offer a highly qualified position for at least six months. The signed contract or binding offer must meet the current national Blue Card requirements.

The 2026 standard threshold requires gross pay of €2,723 per month; a reduced amount applies only to the specified shortage professions. The employer must support the invitation and Blue Card application. The September 2026 Immigration Law and current Russian and Belarusian nationality restrictions apply.

The applicant needs relevant higher education or the professional experience accepted by Latvia for the occupation; regulated work still needs the required professional recognition.

Latvia restricts residence applications from Russian and Belarusian nationals. The applicant needs a permitted basis or exception covering the specific application, together with any required entry permission. A second citizenship does not automatically resolve the issue.

More about this route

The salary test distinguishes the standard route from the reduced threshold available for specified shortage professions. An occupation needs to fit that exception before the lower amount can be used. New applications also fall under the September 2026 immigration law and the current restrictions affecting Russian and Belarusian nationals.

A later integration duty can apply to Blue Card holders
Enacted — not yet in effect

A later integration duty can apply to Blue Card holders

Current official stage: Immigration Law section 48; commencement scheduled for December 31, 2027

The new integration provision does not give Blue Card holders a general exemption. From December 31, 2027, a holder within the rule’s 18-month permit-duration scope will need basic Latvian and the history and culture course unless an individual exemption applies.

Timing: Section 48 takes effect December 31, 2027. Cabinet rules will govern the program’s content and organization. The commencement date does not by itself give every resident the same course-completion deadline.

What This Route Allows

The Blue Card allows you to live and work in Latvia in qualifying employment. Blue Card rules can also support family applications and later mobility, subject to the requirements of the destination.

For a household, the employment application and each family member’s application need to be considered together. A Blue Card held by one person does not replace the documents required for a spouse or child.

What This Route Is Not

This is not permission to work throughout Europe immediately, nor a route for a job search without an offer. National Blue Card rules differ, and a salary accepted in one country may not qualify in another.

Next Steps

The employer can check the job’s eligibility, contract period, and current salary benchmark before filing. The applicant supplies qualification, identity, health-coverage, and other required records.
