- Exemption
- EU citizens and family; Icelandic, Liechtenstein, Norwegian and Swiss citizens
Summary
Montenegro lets qualifying property owners apply for temporary residence, but the rules changed in 2026. For applicants subject to the value test, the relevant figure is now at least €150,000 in the property transfer-tax assessment. That is more specific than the price on a listing or the amount a buyer hopes the home is worth.
A house, apartment or another listed type of developed property can qualify, including a share of at least one half. The law exempts EU citizens and their family members, and citizens of Iceland, Liechtenstein, Norway and Switzerland, from the property-value evidence requirement. Ownership and the general residence conditions still matter.
Eligibility
The application depends on a qualifying developed property, the required ownership share and, where applicable, the tax-assessed value. A purchase price alone does not establish that last condition. Existing permits may be affected by transitional rules, so this page focuses on new applications.
The law’s nationality exemption concerns the value evidence. It does not exempt a person from owning qualifying property, applying for residence, or meeting the other immigration requirements.
-
Qualifying developed property Verify the property type and required ownership share.
-
Value rule or exemption Obtain the transfer-tax assessment or evidence of an applicable exemption.
-
Residence application Complete the remaining immigration requirements and check renewal rules.
A purchase price alone is insufficient; the nationality exemption concerns value evidence, not ownership or residence approval.
What This Route Allows
An approved application provides temporary residence based on the property. Continued eligibility and timely extensions matter for maintaining legal residence. Later permanent residence is assessed separately under the law’s residence-history and other requirements.
What This Route Is Not
This is not an automatic permit delivered with the deed, and it is not Montenegro’s former citizenship-by-investment program. It does not authorize local employment by itself. Bare land or a smaller ownership share should not be treated as equivalent to the qualifying property described in the law.
Next Steps
- Check the title, property type and ownership share before proceeding with a purchase.
- Obtain the tax-assessed value or document the applicable exemption.
- Prepare the residence application and confirm how renewal and any transitional provisions apply to the case.
