Summary
Montserrat offers a Permit of Economic Residence for people making a commercial investment in the territory. It requires a business plan and a separate qualifying local investment or deposit. A passive property purchase alone does not meet both parts.
The government reviews the applicant and the proposal. It may attach conditions, including creating a specified number of jobs within a set period.
Eligibility
The official guidance sets out three financial and business elements:
- Business experience and a specific commercial proposal. Provide a signed statement describing the nature and size of the investment, supported by income and personal net-worth statements.
- Lawfully obtained net worth above XCD 400,000. Net worth is assets minus debts. Exactly XCD 400,000 does not meet the guidance's requirement to exceed that amount.
- A separate holding worth at least XCD 400,000. Maintain property in Montserrat, a deposit at a commercial bank operating there, or Montserrat government securities meeting that value.
The separate holding is in addition to the commercial investment. The guidance does not set a universal minimum amount for the commercial proposal itself, so XCD 400,000 should not be presented as an all-in price. The proposal's scope and any conditions need official agreement.
Applicants must also pass the government's suitability checks. The published checklist asks for police certificates covering the preceding eight years, a medical certificate, a passport and two other identity documents, photographs, and evidence of the business proposal, financial contribution, income, and net worth. Originals or properly certified copies and translations may be required.
What This Route Allows
An approved permit allows residence subject to its stated conditions. The regulations allow revocation if those conditions are not met. Confirm the duration, reporting requirements, renewal arrangements, and any job-creation commitments in the actual approval.
Qualifying dependents already resident in Montserrat may apply separately for residence linked to the economic permit. Approval is not automatic, and that dependent permission lasts only as long as the principal permit remains valid.
What This Route Is Not
Montserrat's official guidance expressly distinguishes economic residence from citizenship by investment. This permit is not a purchase of citizenship or a British passport.
It is also not a general passive-income or retirement route. Someone who wants only a home or bank deposit in Montserrat, with no commercial investment, does not meet the ordinary economic-residence criteria.
Residence approval does not replace business registration, sector licensing, or any work authorization required for the proposed role. Confirm those arrangements separately. British nationality alone does not establish a right to live or operate a business in Montserrat.
