Norwegian Citizenship After Residence
At a glance
Adults living in Norway on residence permits can apply for citizenship after sufficient qualifying residence. Identity, continued residence, permanent-residence conditions, and the applicable language and citizenship tests are also required.
- Ordinary residence
- Eight of the last eleven years
- Language
- Usually oral Norwegian B1
- Residence status
- Hold permanent residence or meet its requirements, and keep lawful status while the application is processed
Summary
Established residents can apply to become Norwegian citizens through the ordinary permit-holder route, normally after eight qualifying years within the previous eleven unless a specific shorter-period rule applies. Applicants must establish identity, continue living lawfully in Norway and meet the relevant permanent-residence conditions.
Language and citizenship testing, exemptions and any criminal waiting period also affect eligibility. Filing does not extend an expiring residence permit. Nordic, European free-movement, former-citizen and child cases need their own rules rather than this adult permit-holder test.
Eligibility
EEA means the EU countries plus Iceland, Liechtenstein, and Norway.
- Be an adult resident with established identity and the applicable qualifying residence period.
- Hold or qualify for permanent residence and maintain legal stay during processing.
- Meet testing rules or exemptions and any criminal waiting period.
-
Identify the applicable UDI category Use nationality and personal circumstances to establish the qualifying period.
-
Check residence and permanent-status conditions Document identity, legal stay, and the required permanent-residence position.
-
Prepare the citizenship evidence Address language, citizenship tests or exemptions, and any criminal waiting period.
Keep the underlying permit valid while the application is processed. Completing a residence period alone does not grant citizenship.
What This Route Allows
Become Norwegian if the application is approved. Norway permits multiple citizenships; the other country’s rules remain relevant.
What This Route Is Not
Applying does not extend a residence permit. EEA registration, Nordic, former-citizen, and child cases use different rules and are outside this permit-holder pathway.
Next Steps
Select your nationality and circumstances in UDI’s guide, calculate the residence period, and renew any temporary permit in time.
