Summary
Paraguay's Investor Pass is the country's updated direct permanent-residency route for foreign investors. It was launched by the Ministry of Industry and Commerce (MIC) and the National Directorate of Migration on April 17, 2026, then reinforced through MIC Resolution 0283/2026 for the foreign-investor certificate.
The key advantage: qualifying investors can go straight to a 10-year renewable permanent residency card and Paraguayan cédula, without first holding temporary residency. The older $5,200 bank-deposit shortcut was eliminated by Migration Law 6984/2022; the current system requires a real, traceable investment in Paraguay.
Eligibility
You qualify for the Investor Pass / foreign-investor certificate when you can show one of the approved investment profiles:
- Tourism investment — from $150,000, directed to tourism-sector projects.
- Financial-instrument investment — from $200,000, through qualifying Paraguayan financial instruments, generally maintained for at least two years.
- Economic-use real estate — from $200,000, for real estate tied to economic activity. The 2026 MIC guidance excludes personal or family-use property from this track.
- Productive business investment — from $70,000 in industry, commerce, or services, with a business plan and a commitment to create at least 5 formal jobs.
- A clean criminal record from your country of citizenship and from any country of residence in the last five years.
- A sworn declaration and supporting documents showing the lawful origin of funds.
Real estate as the anchor
Real estate now sits in a specific $200,000 economic-use track. This is not meant for a personal vacation apartment or family home. The investment should be tied to an economic purpose, with title and value documented through Paraguay's public registry and the MIC certificate process.
Business formation as the anchor
Setting up a Sociedad Anónima (S.A.) or Sociedad de Responsabilidad Limitada (S.R.L.) through SUACE, with capital paid in at or above the $70K threshold, remains available for productive businesses. This route still needs a business plan and at least five formal jobs, so it fits active operators better than passive investors.
Tourism and financial instruments
The 2026 Investor Pass added two non-SUACE-style profiles:
- Tourism projects from $150,000.
- Paraguayan financial instruments from $200,000.
These tracks are designed for investors who want permanent residency without creating and operating a local company, but the investment still has to be traceable and recognized by MIC.
The SUACE certificate
Investors receive a Constancia de Inversionista Extranjero from MIC/SUACE. Migraciones relies on this certificate to issue the permanent residency card, so the investor certificate is the gate for the immigration filing.
Review sequence
The sequence is: document the investment and source of funds, obtain the MIC/SUACE investor certificate, file for permanent residence with Migraciones, then complete cédula issuance in Paraguay. Temporary residency is not required as a stepping-stone — the route leads directly to the 10-year card.
Dual citizenship and path to naturalization
Paraguay permits dual citizenship since 2011. Investor residents begin the three-year naturalization clock once permanent residency is granted. For citizenship, plan on real residence and integration: physical presence, clean records, and Spanish or Guaraní ability matter.

What This Route Is Not
This is not a guarantee of approval. Immigration authorities can still review documents, admissibility, background, funds, and whether the facts match the pathway rules.
Next Steps
- Decide on the investment vehicle. Tourism, financial instruments, economic-use real estate, and productive business each have different evidence requirements.
- Engage a Paraguayan attorney and accountant. SUACE filings, title transfers, and tax registration all benefit from local representation. Budget $3,000–$7,000 for legal and setup fees.
- Apostille and translate your documents. U.S. passport copy, birth certificate, marriage certificate (if applicable), FBI background check, and proof of investment funds. Paraguay accepts apostilles under the Hague Convention.
- Close or formally commit the investment. Wire funds, close on the qualifying asset, or incorporate and capitalize the company. Keep clean records of source of funds — MIC and Migraciones both examine provenance.
- File through MIC/SUACE. MIC issues the investor certificate once the investment profile and documentation meet the current rules.
- Receive residency and cédula. Migraciones issues the permanent residency card; the National Police ID office issues the cédula de identidad paraguaya.
- Maintain the investment and presence. Sell the property or wind down the business before the three-year naturalization threshold and you risk losing both residency and citizenship eligibility. Spend at least 183 days per year in Paraguay if naturalization is the goal.
