Summary

Romania’s ordinary employee route lets a foreign worker live there for an approved local job. An authorized employer or licensed placement agency submits the application through WorkinRomania under the 2026 rules. The role must appear on the current shortage-occupation list and have a full-time registered contract. A job offer from a Romanian business outside this process is not enough.

Qualifications must fit the job, including any recognition or professional license required in Romania. Highly qualified workers and certain citizens of Moldova, Ukraine, or Serbia follow the separate D/AM1 procedure instead.

Could this pathway work for you?

Eligibility

Romania’s D/AM2 process covers ordinary employees recruited through an authorized employer or a licensed placement agency. The recruiting organization submits the application through WorkinRomania under the 2026 rules.

The position must appear on the current shortage-occupation list and have a full-time registered contract. The applicant must hold the required qualifications or recognition, while the authorized recruiter completes the applicable hiring checks.

The employment contract must identify the real job and its pay and conditions. You also need the qualifications or professional license required for that role in Romania; experience alone does not replace a mandatory license.

Recruiter and occupation both matter
  1. Authorized recruiting organization Confirm employer or placement-agency authorization.
  2. Covered job Check the shortage list, full-time registered contract, and qualifications.
  3. D/AM2 process Use the WorkinRomania procedure and matching employment records.

A contract alone does not replace the required recruiting process.

What This Route Allows

The permit allows you to live in Romania and do the work covered by the approval. Work and residence depend on the approved Romanian employment. If the employer or role changes, the applicable notification or approval procedure needs to be checked before relying on the existing permission for the new job.

What This Route Is Not

Highly qualified workers and certain citizens of Moldova, Ukraine, or Serbia use the separate D/AM1 procedure.

A job offer does not by itself authorize work. This route does not cover general freelancing or unrestricted work for other employers.

Next Steps

The recruiting organization can confirm its authorization, the occupation’s place on the current shortage list, and the D/AM2 filing procedure. The worker supplies the qualifications or recognition required for the job and uses the approved employment records for the associated immigration steps.
