- Clean criminal record, lawful source of funds, and successful government background checks
Summary
Adults can seek citizenship in São Tomé and Príncipe through an approved nonrefundable fund contribution, with separate submission, document, and any applicable background-check charges. The listed government costs for one applicant total USD $95,750 before agent or other charges; family applications need an individual check of each relative's eligibility because the official parent-age wording is inconsistent.
The process includes background checks and evidence of lawful funds. Preliminary approval is followed by the remaining payment and registration steps, and citizenship exists only after the government grants and registers it. The official FAQ does not require relocation, but the donation is not a recoverable investment.
Eligibility
The main applicant must be at least 18, provide a clean criminal record, show that the funds come from lawful sources, and pass the required background checks.
The published costs are:
- Donation: USD $90,000 for one applicant, or USD $95,000 for a family of two to four people. Each additional dependent adds USD $5,000.
- Submission fee: USD $5,000 per application.
- Citizenship documents: USD $750 per person.
For one applicant, those listed government costs total USD $95,750. Agent fees and other applicable costs are extra. If someone else funds the application as a financial benefactor, an additional USD $5,000 background-check fee applies.
The program lists spouses or qualifying partners, children up to 30, and parents or grandparents from 55. Ask the Citizenship Investment Unit (CIU) to confirm the age and financial-dependency rules for each family member. Its pages give conflicting parent-age wording, so do not assume a younger parent can be included.
-
Confirm eligibility and full costs Use a licensed agent and verify each family member’s eligibility.
-
Submit for government review Provide identity, background, and lawful-funds evidence.
-
Complete the final steps After preliminary approval, pay the authorized donation and fees and confirm registration.
The donation is nonrefundable, and preliminary approval is not the final citizenship grant.
What This Route Allows
If the government grants and registers your citizenship, you become a citizen and can obtain citizenship documents and a passport. The official FAQ says you do not have to live in or relocate to São Tomé and Príncipe.
What This Route Is Not
Approval in principle is a preliminary decision, not the final citizenship grant. You must complete the remaining donation, fee, and registration steps.
The donation is not money you can recover as an investment. Buying private property is not this fund route. Citizenship does not automatically give you residence, work rights, or visa-free entry in Europe or North America. It does not itself change your tax residence or remove obligations linked to another citizenship.
Next Steps
- Check the CIU's current licensed-agent list and applicant restrictions. Obtain a full written quote for your family, including all fees.
- Submit identity, family-status, police, banking, and lawful-funds records through the licensed agent for government review.
- After preliminary approval, complete the authorized donation and fees, then confirm the final citizenship registration and document issuance.
