Summary

Türkiye's Short-Term Residence Permit is a purpose-based residence category under Articles 31-33 of the Law on Foreigners and International Protection. It is not a general retirement or passive-income visa. An applicant must identify one of the legal purposes, provide evidence that fits it, and continue using the permit for that purpose.

The recognized purposes include scientific research, owning and using a qualifying home, business or commercial contacts, training, an exchange or approved educational program, documented tourism, medical treatment, a court or administrative reason, certain transitions from family residence, an approved Turkish-language course, a public-agency program, a post-graduation transition, and specified investment situations.

Most short-term permits may be issued for up to two years at a time. That is a maximum, not a promised initial grant. Certain investors and citizens of the Turkish Republic of Northern Cyprus can receive up to five years. Duration, renewal, and cancellation remain subject to the purpose and the authority's assessment.

Every applicant must present documents supporting the chosen Article 31 purpose, provide a Turkish address, live in accommodation meeting general health and safety standards, and not fall within the entry-bar rules in Article 7. Migration Management may request a criminal-record certificate from the country of citizenship or legal residence. The current application form also addresses passport validity, photographs, fees, health insurance where required, and sufficient regular support.

The current e-İkamet form should control the document checklist. It states that a property used for the property-owner category must be the applicant's residence and sets the current USD $200,000 value rule. People who bought before a rule change or acquired property by inheritance or gift should ask the provincial authority which valuation evidence applies.

What This Route Allows

An approved permit lets the holder reside in Türkiye for the duration and purpose stated on the residence card. The holder can use the foreigner identity number and residence record for ordinary administrative matters that require lawful residence.

A qualifying short-term period may contribute to the separate eight-year long-term residence calculation. Migration Management says half of student-residence time and the full duration of other residence permits are counted, subject to continuity and the remaining long-term-residence conditions. Those conditions include no social assistance in the preceding three years, sufficient stable income, valid medical insurance, and no public-order or public-security threat.

The permit can be renewed when the original purpose and conditions still exist, but renewal is a new assessment. Keep proof that the approved activity actually continued.

What This Route Is Not

It is not a work permit. A residence permit alone generally does not authorize paid work in Türkiye. Local employment, self-employment, or a Turkish business role may require a Ministry of Labour work permit or exemption.

It is not the normal permit for every family member or student. A foreign spouse or qualifying child of a Turkish citizen or eligible foreign sponsor generally examines the Family Residence Permit, which can be issued for up to three years and has sponsor conditions. A person enrolled in primary, secondary, associate, undergraduate, graduate, postgraduate, medical-specialty, or dental-specialty education generally examines the Student Residence Permit. Short-term exchange, course, training, and post-graduation categories do not replace those distinct routes.

It is not permanent residence after eight years automatically. Long-term residence requires a separate application and additional conditions. Nor should every short-term period be assumed to count toward citizenship. NVI says tourist, study, treatment, and other residence that does not show settlement intent is not qualifying residence for ordinary naturalization.

The USD $200,000 property residence threshold is not the USD $400,000 real-estate threshold for citizenship by investment. Buying a qualifying residence may support this permit but does not itself grant citizenship or work rights.

Next Steps

  1. Select the exact legal purpose that best matches what you will actually do in Türkiye. Do not choose a more convenient category that the evidence does not support.
  2. Open the current e-İkamet form for that purpose and make a purpose-specific checklist before paying for property, a course, treatment, or other commitments.
  3. Confirm that the intended address can be registered and gather the title, lease, accommodation, or institutional address evidence required.
  4. For the property category, confirm the acquisition-date value, residential use, title ownership, and any co-owner family link under the current form.
  5. Prepare passport, photographs, insurance where required, support evidence, civil records, criminal record if requested, and authenticated Turkish translations.
  6. Submit only through the official e-İkamet portal and follow the provincial Migration Management instructions for appointment, originals, biometrics, fees, and delivery.
  7. After approval, register and maintain the address, comply with the stated purpose, and report changes. Obtain separate work authorization before working.
  8. Before renewal, long-term residence, or naturalization, ask the responsible authority how the actual permit purpose and absence history will be counted.
