Summary
The Short-Term Residence Permit (Kısa Dönem İkamet İzni) is a broad residence category in Türkiye (Turkey) for people who have a specific, documented reason to stay beyond an ordinary visitor period. It is governed by Articles 31-33 of the Law on Foreigners and International Protection (Law No. 6458) and issued by the Presidency of Migration Management (Göç İdaresi Başkanlığı).
It can cover a wide range of purposes, including property ownership, business or commercial connections, tourism with documented travel plans, Turkish language courses, medical treatment, scientific research, exchange programs, public-agency training, and certain investment or family-related situations. The key point is that the applicant must be able to show why the permit is being requested and provide documents that match that reason.
Eligibility
You may qualify if you meet the basic conditions and fit one of the recognized purposes:
Basic conditions (everyone)
- Valid passport, with validity extending past the requested permit period as required by Migration Management.
- Supporting information and documents for the reason you want to stay in Türkiye.
- Accommodation that meets general health and safety standards.
- Information on your address in Türkiye.
- Proof of sufficient financial means, if requested.
- Valid health insurance when required for your permit purpose.
- Clean record — no Turkish deportation or entry ban.
Qualifying purposes
Any one of these will support a short-term permit:
- Tourism / general stay — recognized in law, but the authorities may consider your travel plan and can ask for supporting documents. This is less predictable than a document-heavy purpose such as property ownership, medical treatment, language study, research, or investment.
- Business or commercial connections — attending meetings, negotiating deals, or establishing business ties. If the requested stay is more than three months, invitation letters or similar documents may be requested. Local employment requires a work permit.
- Property ownership — owning a residential property in Türkiye can support an application. The property must be used as housing.
- Scientific research — with an invitation or affiliation with a Turkish research institution.
- Language courses — enrollment in an authorized Turkish language course.
- Medical treatment — appointment letter from a licensed Turkish hospital.
- Family, court, or government reasons — for example, a judicial or administrative request, or a transition from a family residence permit.
- Internships, on-the-job training, exchange programs, and public-agency education or research programs.
- Investment basis — for people making qualifying investments within the rules set by Türkiye.
Renewals and duration
- Issued for up to two years at a time in most short-term categories, with specific exceptions for certain investors and citizens of the Turkish Republic of Northern Cyprus.
- Renewable when the original conditions still apply. If the permit is used for a different purpose than the one approved, it can be refused, cancelled, or not renewed.
- Short-term permits do not authorize work. A separate work permit is required to be employed in Turkey.
Path to long-term residence or citizenship
- Short-term residence time counts as legal residence.
- After five continuous years of legal residence, you may apply for ordinary naturalization.
- After eight continuous years, you may apply for a Long-Term Residence Permit (Uzun Dönem İkamet İzni), which is indefinite and carries most rights of a Turkish citizen except voting and public-sector employment.
Duration, Renewal, and Long-Term Path
- Duration: Short-term residence is usually issued for 1 to 2 years.
- Renewal: Long-term residence may be possible after 8 years of continuous legal stay.
What This Route Allows
This route can allow you to live in Türkiye (Turkey) if you can support yourself through retirement income, passive income, savings, or other accepted funds. It is generally designed for people who will not rely on local employment.
What This Route Is Not
This is not a work visa. These routes usually focus on proving stable support from outside local employment and may restrict work in the country.
Next Steps
- Pick your qualifying purpose. Your documents should clearly match the reason you choose.
- Rent or buy a Turkish address. You cannot file without one. A notarized rental contract is standard.
- Obtain a Turkish tax number (Vergi Numarası) and open a Turkish bank account. Useful for paying fees, funding insurance, and demonstrating financial means.
- Buy compliant Turkish health insurance. Packages tailored for residence permits (and priced low for applicants under 65) are widely available.
- File the online application at e-ikamet.goc.gov.tr. Fill out the form, upload documents, and book your biometric appointment at the local Provincial Directorate of Migration Management.
- Attend the biometric appointment. Submit originals of passport, address information, insurance when required, financial proof if requested, and the purpose-specific documents.
- Receive your residence card by mail. The card carries your 11-digit foreign Kimlik Numarası.
