Ukrainian Citizenship through a Parent

Ukraine Citizenship
Pathway overview

At a glance

You may already be Ukrainian if a parent was a Ukrainian citizen when you were born, including if you were born abroad. You need records proving that parent's citizenship on your birth date and your family relationship.

Summary

Someone born to a parent who was Ukrainian at the time may already hold Ukrainian citizenship, with the claim assessed under the law that applied at birth. The State Migration Service distinguishes births before March 1, 2001 from later cases, so the parent's present-day passport may not establish the historical facts.

The file must connect the birth record to evidence of the parent's citizenship at the relevant date. Later naturalization, adoption, or recognition of parentage may use other provisions. A family birthplace or ethnic connection can point to another route but cannot replace the parent-at-birth evidence for this one.

Could this pathway work for you?

Eligibility

This pathway concerns citizenship acquired through a parent who was a citizen at the time of birth. A parent’s later naturalization, a grandparent’s birthplace, or a family’s ethnic identity may point to another route but does not establish this particular claim.

The relevant law is the law that governed the birth. The State Migration Service’s guidance distinguishes the period before March 1, 2001 from later births. The 2026 procedure also addresses adult applicants documenting citizenship by birth.

More about this route

Older births need particular care. Ukraine’s migration authority distinguishes births under the present citizenship law from those governed by earlier legislation, so a parent’s present-day passport cannot settle every historical case by itself.

Establish the parent's citizenship at the child's birth
  1. Ukrainian parent at the birth date Prove the nationality held then, using the law applicable to that period.
  2. Applicant born to that parent Document the parent-child connection and use the current recognition and documentation procedure.

This can document citizenship already acquired at birth. A parent's later naturalization or a grandparent's birthplace does not establish this particular claim.

What This Route Allows

A successful recognition and documentation process establishes the person’s Ukrainian citizenship and provides the basis for obtaining the appropriate citizenship and passport documents. Citizenship carries the rights and obligations of that status; it is more than a travel document.

What This Route Is Not

This is not territorial-origin naturalization or a residence permit. It should not be presented as a guaranteed claim solely because a parent now holds a Ukrainian passport. Adoption, later recognition of parentage and a parent becoming Ukrainian after the birth have separate provisions.

Next Steps

  1. Establish the parent’s citizenship and the law applicable on the date of birth.
  2. Collect the civil and citizenship records connecting the applicant to that parent.
  3. Use the current State Migration Service or responsible consular procedure for recognition and subsequent documentation.
