Summary
Vietnam's "talent" route is really a set of work-permit exemptions, special visa-exemption cards, and priority residence rules for foreigners recognized as experts, specialists, scientists, or exceptional-talent professionals. There isn't a single "talent visa" stamp the way Portugal or the UAE have one — instead, high-skilled foreign nationals may enter on an LĐ1 visa (for work-permit exempt workers), use the newer special visa-exemption framework, or go through the standard work-permit process and later build a Permanent Residence Card (PRC) case through the scientist/special-talent channel.
The framework was meaningfully upgraded in August 2025. Decree 219/2025/ND-CP replaced the older Decree 152 framework for foreign workers, reduced the experience requirement for experts, and created lighter requirements for priority sectors like finance, technology, science, innovation, and digital transformation. Decree 221/2025/ND-CP created a special visa-exemption card for priority foreigners, including scholars, experts, scientists, professors, chief engineers, high-quality digital-technology workers, major investors, and invited guests of approved research institutions, universities, and large enterprises.
Eligibility
LĐ1 visa — work-permit exempt
You enter on an LĐ1 visa (up to 2 years, matching the exemption certificate) if you qualify for a work-permit exemption, including:
- Internal transferees in 11 WTO services sectors with 12+ months of prior service.
- Experts with a bachelor's degree in the specialty and 2 years of relevant experience (or 1 year in a priority sector).
- Technical workers with 5+ years of training in the field.
- Members of the board of a company with a capital-contribution or share-ownership stake at the statutory threshold.
- Managers, executive directors, chief experts, and chief technicians at qualifying Vietnamese entities.
- Short-term assignments of up to 90 cumulative days per calendar year (raised from 30 days per trip under the old decree).
- Employees of organizations with special bilateral or multilateral exemption treaties.
The employer or host entity files for the Work Permit Exemption Certificate (WPEC) through the competent authority under the current Ministry of Home Affairs / provincial public-administration framework. Once the exemption is confirmed, you apply for the LĐ1 visa and, if staying long-term, convert to a Temporary Residence Card (TRC) of up to 2 years.
LĐ2 + priority expert pathway
If your role doesn't fit an exemption but your profile is senior, the standard LĐ2 visa with a work permit is the next route. Under Decree 219, bachelor's-degree specialists in priority sectors can qualify with less experience than the older framework required.
Permanent Residence via special talent / scientist track
The PRC scientist/special-talent route is the long-term prize. You qualify for consideration if you are:
- An internationally recognized scientist with substantial published work or research institution affiliation in Vietnam; or
- An expert or executive at a priority entity (including agencies at Vietnam's International Financial Centre, introduced 2026); or
- A person of special talent beneficial to Vietnam's development, evaluated under the criteria of Decree 221/2025/ND-CP.
Applicants typically need 3+ continuous years in Vietnam on qualifying status, plus endorsement from a ministerial or provincial authority (the Minister of the relevant sector, or the Chairman of the People's Committee of Ho Chi Minh City or Da Nang).
Dual citizenship
The talent and scientist routes are residency tracks — they do not require giving up U.S. citizenship. If naturalization becomes the goal later, outstanding talent is one of the three statutory exceptions that allows a naturalized Vietnamese citizen to retain a foreign passport.
Disqualifications
- Sanctions or adverse findings in the Ministry of Public Security background review.
- Qualifications not verifiable through legalized credentials (apostille + Vietnamese-recognized translation).
- Host employer or sponsoring entity not registered or in tax arrears.
What This Route Allows
If approved, this route gives you work residence in Vietnam through the qualifying expert, specialist, scientist, or special-talent basis. Key limit: The route must be anchored in a specific Vietnamese status: LĐ1 work-permit exemption/WPEC, LĐ2 work permit, special visa-exemption card, or a scientist/special-talent permanent-residence case with the relevant host or ministerial endorsement.
What This Route Is Not
This is not a guarantee of approval. Immigration authorities can still review documents, admissibility, background, funds, and whether the facts match the pathway rules.
Next Steps
- Characterize your exemption class. Expert, internal transferee, scientific researcher, manager, or executive — the category dictates documents. Decree 219 published the full list; your employer or Vietnamese counsel should map you before filing.
- Assemble credentials. Degree certificates, employment-history letters, and technical credentials all need notarization, apostille (U.S. Department of State or state Secretary of State), and certified Vietnamese translation.
- Host entity files WPEC or work permit. The competent authority issues the exemption certificate (LĐ1 path) or work permit (LĐ2 path).
- Obtain the visa. With approval in hand, apply for the LĐ1 or LĐ2 visa at a Vietnamese consulate or through an approval letter on arrival. The Vietnam Immigration Department issues the stamp.
- Convert to a TRC. For stays of 12+ months, convert to a Temporary Residence Card — up to 2 years, renewable.
- Build the PRC case. If permanent residence is the goal, keep a clean tax record, maintain a ministerial or institutional sponsor relationship, and plan for the 3-year endorsement filing with Vietnamese counsel.
