What is a citizenship-like document?

Some countries issue special diaspora cards, origin statuses, or digital IDs that sound citizenship-adjacent but are not passports. They can make it easier to work, live, do business, study, or keep a formal tie to a country, but each has hard limits: no voting, no passport, no automatic right of abode, or no physical residence.

About this guide

This guide compares unusual citizenship-adjacent statuses in Citizeo's dataset: diaspora cards such as Poland's Karta Polaka, India's OCI card, Türkiye's Mavi Kart, ancestry-based residence statuses, and Estonia's e-Residency. These are useful tools, but they should not be confused with citizenship by descent, ordinary residence permits, or digital-nomad visas.

Estonia's e-Residency is included because people often describe it as digital citizenship or digital residency. It is neither. It is a government-issued digital identity for signing documents and running an Estonian company online.
