If you plan to invest in and run a business in Albania, this route may let you apply for residence. The business must meet specific staffing and wage requirements, and you need records showing that it is operating.

Published threshold ALL 10,000,000; confirm current instruction
Staffing
Five Albanian citizens per foreigner, including management
Business records
Required wages, no operating loss, and paid taxes

Summary

Albania’s investor residence route is for people operating a business that meets employment and financial conditions as well as the investment threshold. Evidence must support the Albanian staffing ratio, required wages, tax payments, and operation without losses. Confirm the current investment instruction before committing capital.

Legal experts report that some nationalities face greater visa scrutiny in practice. Review the practical nationality guidance and obtain an individual assessment of the business and visa application; meeting the stated thresholds does not guarantee approval.

The operating business must support the residence case
  1. Confirm the investment procedure Review the applicable investment instruction and the applicant’s visa circumstances.
  2. Document the business requirements Check staffing and management ratios, wages, operating results, and tax records.
  3. Apply and maintain compliance Prepare the prescribed visa and residence file and preserve the conditions needed for renewal.

Meeting a financial threshold alone does not guarantee approval. Property ownership and self-employment have separate routes.

Could this pathway work for you?

Eligibility

The current residence provision is Article 85/1, introduced in 2025. Older Ministry pages still refer to the former investor unique permit under Article 69. Use the current law for the permit category.

The Ministry's published investment threshold is ALL 10,000,000, citing Joint Instruction No. 240 of December 16, 2022. Article 85/1 delegates the amount to a joint ministerial instruction. Confirm that instruction's application and the accepted valuation evidence before investing or filing; the older checklist alone should not be treated as confirmation that every procedural detail remains current.

The business must also:

General entry, residence, identity, housing, health-coverage, and background requirements also apply.

What This Route Allows

Article 85/1 provides a two-year first permit and three-year renewal while the conditions continue. It also provides a later permanent-residence mechanism linked to the permit history and continuing conditions, with Article 87 requirements relevant; obtain confirmation of the qualifying history rather than assuming permanent status on a fixed date.

The permission is Albanian residence based on the business investment. Check separately what authorization is required for any work you personally perform.

EU citizens have a separate residence-registration system under Article 33/1, with its own rules for qualifying family members. Check that system before applying for an ordinary residence permit. U.S. and Kosovo citizens have a general five-year first-permit provision under Article 33(5); confirm how it applies to your category and rely on the validity actually issued.

What This Route Is Not

Meeting the investment amount and business requirements does not guarantee approval. Before committing funds, ask an Albanian legal expert to review your circumstances and the visa process that applies to you.

A home purchase is assessed under the separate property-owner residence route. A smaller active business may instead fall under self-employment, with its own committee review. Neither route should be presented as a guaranteed workaround. The investor permit does not grant citizenship or residence rights elsewhere in Europe.

Next Steps

  1. Obtain advice from an Albanian legal expert about visa scrutiny, supporting evidence, and your individual circumstances before committing funds.
  2. Confirm the current investment instruction, accepted investment evidence, and Article 85/1 filing procedure.
  3. Verify the staffing and management ratios, position-specific wage levels, operating results, and tax records.
  4. Compare any independently qualifying property-owner or self-employed route with counsel.
  5. Prepare the visa and residence documents, submit the application through the prescribed procedure, and maintain the business conditions for renewal.

Practical Nationality Guidance

Some legal experts report that nationals of the following countries may face greater scrutiny when applying for an Albanian visa:

Afghanistan Algeria Angola
Bahrain Bangladesh Benin
Botswana Burkina Faso Cameroon
Côte d’Ivoire Democratic Republic of the Congo Egypt
Eritrea Ethiopia Gabon
Ghana Guinea Guinea-Bissau
Iran Iraq Jordan
Lebanon Madagascar Mali
Mongolia Morocco Mozambique
Nepal Niger Nigeria
Pakistan Philippines Qatar
Saudi Arabia Senegal Sierra Leone
Somalia South Sudan Sri Lanka
Sudan Syria Togo
Tunisia Vietnam Yemen
Zimbabwe

This is not an official list of excluded nationalities or a prediction that an application will be refused. Applicants from other countries must also meet the visa and residence requirements. Ask an Albanian legal expert to review your individual circumstances and the supporting documents you should prepare before making commitments.
