Albania Citizenship After Residence
At a glance
You may be able to apply for Albanian citizenship after at least seven years of continuous legal residence, while holding a valid permanent-residence permit. You also need housing, legal financial support, the required language and history knowledge or an exemption, and the necessary background and security checks.
- Age
- At least 18 with legal capacity
- Residence
- At least seven years of legal, continuous residence
- Existing status
- Valid Albanian permanent-residence permit
Summary
Established Albanian residents can apply to become citizens through naturalization. Applicants must be at least 18, have legal capacity, meet the seven-year residence rule, and already hold the required permanent permit. Citizenship follows a separate government decision and the required oath, rather than arising automatically from residence.
Eligibility
Article 8 of the Citizenship Law requires all the ordinary-route conditions:
- Age 18 or older and legal capacity (the legal ability to act for yourself).
- Current legal residence and at least seven years of legal, continuous residence in Albania.
- An existing valid permanent-residence permit.
- Housing and sufficient lawful income or resources under the applicable living-standard rules.
- Written and spoken Albanian and basic Albanian history knowledge, certified by the authorized educational institution. Citizens of countries where Albanian is an official language have a legal exemption from this knowledge requirement.
- No disqualifying final conviction for an offense punishable under Albanian law by imprisonment of three years or more, subject to the political-offense exception.
- No threat to public order or national security.
The residence history needs its own citizenship review. Do not assume the permanent-residence absence limits or half-credit rules settle citizenship continuity.
The current law includes amendments through June 2026. Marriage, Albanian parentage, statelessness, and other special grounds can have different conditions; this entry checks ordinary naturalization only.
-
At least 7 years Build the qualifying residence period Document legal, continuous residence and check the complete history.
-
At application Confirm permanent residence and other requirements Prepare language and history evidence or an exemption, support, housing, and character records.
-
After filing Complete review and citizenship required steps If granted, follow oath and registration instructions before requesting citizen documents.
A temporary permit or pending permanent-residence application does not replace the required permanent status.
What This Route Allows
An approved application leads to Albanian citizenship after the legal grant and oath required steps. Citizenship provides the rights of an Albanian citizen, including eligibility to obtain an Albanian passport.
What This Route Is Not
This is not automatic after seven years, and it is not an investment-for-passport program. Temporary residence or a pending permanent-permit application cannot replace the required valid permanent permit. Albanian citizenship does not itself confer EU citizenship or EU free-movement rights.
Next Steps
- Have your residence history and permanent permit checked against the ordinary seven-year rule.
- Obtain the language and history certification or document the specific exemption.
- Gather housing, lawful-support, family-status, criminal-record, and other required application evidence.
- Follow the current citizenship application procedure and respond to the authorities' verification requests.
- If citizenship is granted, complete the oath and registration requirements before applying for citizenship documents.
