Azerbaijan Business Residence

Azerbaijan Residency
Pathway overview

At a glance

You may be able to get Azerbaijani residence through a real business, but the rules depend on your role. Company leaders and majority owners use a different category from individual entrepreneurs, whose businesses must meet an employment test. Registering a company alone is not enough.

Company route
Company head or owner of at least 51% of a foreign-founded company with at least AZN 50,000 paid-up capital
Individual entrepreneur
At least five full-time or ten part-time workers; at least 80% must be Azerbaijani citizens or in the specified exempt groups
After the first year
Ordinarily at least AZN 100,000 prior-year turnover for a company or AZN 50,000 for an individual entrepreneur; documented exceptions apply

Summary

Azerbaijan offers residence to eligible business owners, company leaders, and entrepreneurs, with the applicant’s role and the business itself determining which category applies. A company leader or majority owner may use the foreign-invested company category, while an individual entrepreneur faces a different test involving actual employment. Simply registering a business does not establish either basis.

The distinction becomes especially important after the first year. Renewal brings turnover requirements into the assessment, so a company that exists on paper but has no trading history can lose the reason on which the residence application depends.

Business category first, operating evidence next
  1. Choose the applicable business category Company leader, majority owner, and individual entrepreneur have different tests.
  2. Prove the category’s requirements Prepare the applicable capital, ownership, tax, and staffing evidence.
  3. Plan the renewal evidence Track turnover as well as the residence permit’s expiry.

Incorporation alone does not establish eligibility. Permanent residence has separate business requirements.

Could this pathway work for you?

Eligibility

The foreign-invested company category covers its head or a person owning at least 51%, with at least AZN 50,000 in paid-up company capital. An individual entrepreneur instead needs at least five full-time or ten part-time workers, with at least 80% being Azerbaijani citizens or people in the specified exempt groups. These are requirements of the operating business, not amounts the applicant can satisfy merely by showing a personal bank balance.

After at least one year of residence on the relevant basis, the prior-year turnover test is ordinarily AZN 100,000 for the company or AZN 50,000 for the individual entrepreneur. Official tax records therefore become important to the continuing immigration case.

Investment-promotion documents, Startup certificates and certain designated businesses can bring exceptions, but these require evidence of the actual status. A general claim to be a startup is not enough.

What This Route Allows

Approval supports temporary residence for the documented business basis. The scope of any work-permit exemption depends on the applicant’s actual role and the law. A change to an ordinary employee role should be checked before relying on business residence to cover it.

What This Route Is Not

This is not passive residence through incorporation. The rules distinguish capital, turnover and staffing, and none of those terms means the owner’s personal savings. Permanent residence has separate, higher business requirements and is not the result of the first temporary permit.

Next Steps

  1. Identify whether the company-leader, majority-owner or individual-entrepreneur category applies.
  2. Obtain official capital, ownership, tax and staffing evidence for that category.
  3. Prepare a renewal calendar that includes the business’s turnover evidence, not just the permit expiry.
