Summary

Luxembourg's researcher permit is for a non-EU citizen carrying out an accepted research project under a hosting agreement with an approved Luxembourg research organization. The host, project and hosting agreement are the legal foundation of the route.

The applicant needs a higher-education diploma giving access to doctoral programs and resources at least equal to Luxembourg's social minimum wage for a skilled worker.

The researcher's project must be accepted by the competent body of an approved public or private research organization. The organization and researcher then sign a hosting agreement covering:

Monthly resources must be at least the skilled-worker social minimum wage: €3,325.59 gross per month from 1 June 2026. The rate is indexed, so it must be rechecked. The host also prepares the required individual financial-support statement.

The applicant normally files before entering Luxembourg with the full passport, criminal-record extract or accepted affidavit, CV, diploma, signed hosting agreement and host support statement. After approval and entry, the researcher declares arrival within 3 days, completes the medical check and applies for the card. Guichet.lu lists an €80 fee. The host must verify the authorization and notify the start of the research employment within 3 working days.

What This Route Allows

The card authorizes work as a researcher on the hosted project. It is valid for one year or for the duration of the research project and can be renewed while the conditions continue. A researcher already authorized in another EU Member State may use separate short- or long-term research-mobility rules for part of a project in Luxembourg.

Eligible family members can use family reunification. After successful completion in Luxembourg, the researcher may apply before expiry for a 12-month job-search or business-creation permit; eventual work or business must relate to the academic background. EU long-term resident status may be available after 5 years of qualifying lawful and uninterrupted residence.

A person enrolled in a Luxembourg PhD program is generally treated as a student for immigration purposes rather than automatically as a researcher. Posted researchers and some other categories also use different procedures.
