Montenegro Business-Owner Residence

Montenegro Residency
Pathway overview

At a glance

If you will actively run a business in Montenegro as an entrepreneur or qualifying owner-director, you may apply for residence and permission to work. The permit depends on that role. Registering a company alone does not give you residence.

Role
Active entrepreneur or qualifying owner-director
Ownership
Sole owner or more than 51% for the director category
Renewal
Business continuity and applicable tax evidence

Summary

Montenegro allows qualifying entrepreneurs and owner-directors to seek residence and work permission for an active local business role. Company records must establish the relevant ownership and appointment, while the individual's application addresses residence and work. A dormant registration is not an operating business.

Renewal can require evidence of at least €5,000 annually in taxes and contributions under the ordinary 2026 provision, subject to specified nationality and family exemptions. That figure is a continuing-compliance condition, not a residence purchase price. Changes in the business or role need review before continuing under the existing permit.

Eligibility

The relevant category is residence and work based on an active entrepreneurial or executive role. Company records must establish the required ownership and appointment; the individual-entrepreneur basis uses its own registration evidence.

The annual tax-and-contribution rule applies to extensions under the ordinary provision. The enacted rule differs from earlier proposals about mandatory staffing, so an application should be prepared against the current law and administrative checklist.

More about this route

The 2026 law also makes continuing compliance important for renewal. The ordinary owner-director and entrepreneur provision requires evidence of at least €5,000 a year in taxes and contributions. The specified European-nationality and EU-family exemptions mean that this requirement needs to be checked against the applicant’s circumstances.

An active role and continuing business compliance support the permit
  1. Establish the operating role Document the entrepreneur registration or qualifying ownership and executive appointment.
  2. Prepare the business and residence file Confirm the legal form, employment registration, and required personal evidence.
  3. Retain extension records If approved Track the applicable taxes and contributions and confirm any legal exemption.

Company formation alone does not grant residence. Prepare against the enacted renewal rule rather than earlier staffing proposals.

What This Route Allows

Approval allows the person to reside and perform the approved business work. The initial employment-based permit is generally up to one year, with extensions governed by the continuing role and the law’s requirements. Family members can examine the separate reunification route.

What This Route Is Not

This is not passive residence through a dormant company or unrestricted permission to work for any employer. The €5,000 figure is a renewal condition involving taxes and contributions, not a government purchase price for a residence permit. A change of role or business must be assessed before continuing under the old permission.

Next Steps

  1. Confirm the legal form, ownership and actual work role.
  2. Prepare the business and residence documents with an accountant’s review of ongoing obligations.
  3. Complete the required employment registration and retain the tax evidence needed for extensions.
