Montserrat Permanent Residence

Summary
Montserrat's ordinary permanent-residence route is for established residents who have completed the required period living there, with recent employment and local savings or property. It is not a permit for someone making their first move to the island.
The waiting period depends on arrival history. A January 2026 amendment introduced a fifteen-year requirement for people entering from February 1, 2026. Older guidance describing only five- and eight-year routes is incomplete for new arrivals.
Eligibility
The residence periods and absence limits are:

The new fifteen-year group cannot complete that period before 2041. The current check therefore identifies completed five- or eight-year histories and explains the longer wait to recent arrivals.
These are periods of ordinary residence, not a total assembled from holidays. Ask for an individual review if an earlier stay, departure, or return makes the applicable arrival group unclear.
All three groups also need:
- Proof of gainful employment throughout the six months immediately before applying.
- For those same six months through the application date, either a savings account at a Montserrat financial institution or credit union with an average monthly balance of at least XCD 5,000, or local real property worth at least XCD 50,000.
- A medical certificate meeting the specified communicable-disease requirements, normally from a practitioner registered in Montserrat. Acceptance of another practitioner is exceptional and discretionary.
- Police character certificates from the countries where the applicant lived during the previous twelve years.
Owning a home does not replace the residence or employment requirements. A recent deposit also does not establish the required six-month financial history.
What This Route Allows
The Governor, acting on Cabinet advice, may grant permanent residence following an approved application. The decision is not automatic once the number of years has passed.
The regulations include provisions for accompanying minor children and dependents of economic-residence holders. Those cases have separate conditions; this check covers the adult applicant's ordinary residence route.
Confirm the work rights and conditions that apply to the actual grant, as well as the process for family members.
What This Route Is Not
Permanent residence is not citizenship, British Overseas Territories citizenship, or a British passport. Those have separate requirements and applications. British citizenship itself also does not establish that a person already has Montserrat residence rights.
The government's power to grant residence in the national interest is a separate discretionary exception. It should not be treated as a way for every applicant to bypass the ordinary residence period or financial requirements.
