Nigeria ECOWAS Residence
At a glance
If you are a citizen of another country in the Economic Community of West African States (ECOWAS), regional rules may let you live in Nigeria. You still need to complete Nigeria’s residence-card registration and meet the requirements for your work, business, or studies. Visa-free entry does not replace residence registration.

Summary
Citizens of current ECOWAS member countries can use regional movement rights to live in Nigeria, with Nigerian registration still required for a longer stay. A citizen of a current member country must still obtain the appropriate residence card and provide the records for employment, business or study. Professional and business permissions continue to apply.
Burkina Faso, Mali and Niger withdrew on January 29, 2025, with continued movement and residence treatment directed until further notice. Applicants using those nationalities should obtain NIS confirmation of current practice rather than assume membership or an unchanged temporary arrangement. Visa-free entry is not the completed residence process.
Eligibility
The current member-country route covers citizens of Benin, Cabo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Senegal, Sierra Leone, and Togo. Nigerian citizens already have the right to live in Nigeria through their citizenship.
Burkina Faso, Mali, and Niger withdrew from ECOWAS on January 29, 2025. ECOWAS directed that movement, residence, and business-establishment treatment continue until further notice. If you rely on one of these nationalities, ask the Nigeria Immigration Service (NIS) to confirm the current treatment of your nationality, travel document, and residence application. The temporary arrangements are separate from current membership.
Prepare your accepted travel document, photographs, application, and the required written statement accepting immigration responsibility. Work, study, business, and licensed professions may need additional records. Public-order, security, and health restrictions still apply.
-

What This Route Allows
Regional rules support residence and qualifying economic activity, subject to Nigerian registration and the rules for that activity. The 1990 residence-card decision describes a three-year renewable card. Confirm the validity and renewal process NIS currently applies to your document.
What This Route Is Not
This route does not grant Nigerian citizenship, a passport, or access to every job. Business approvals and professional licensing still apply. Regional employment rights generally do not cover civil-service jobs unless Nigerian law allows them.
Next Steps
- Confirm the nationality and travel document you will use.
- If you are a citizen of Burkina Faso, Mali, or Niger, obtain current NIS confirmation of the temporary arrangements.
- Request the residence-card checklist and additional records for your work, business, or study.
- Complete registration and follow the conditions and expiry date on the issued document.
