Summary
Panama offers a residence route for people with an established history of study in the country, including primary, secondary, or university education. A new admission, a single degree, or exactly six years does not meet the more-than-six-year requirement.
The route starts with two years of provisional residence. After that, you can apply separately for permanent residence. Exactly six years, interrupted study periods, or a new course enrollment do not meet the stated requirement.
-
More than six consecutive years Qualifying study history Document consecutive study in Panama; exactly six years is insufficient.
-
Two years, if approved Provisional residence Apply with the education records and other required evidence.
-
After the provisional period Permanent application File another application after completing the provisional period.
The permanent-resident category still starts with a provisional stage. Work authorization must be addressed separately.
Eligibility
More than six consecutive years of study
The applicant must already have the required study history in Panama. Exactly six years, several disconnected periods, time spent studying abroad, or plans for a future course do not satisfy the stated rule.
The decree covers people who have studied or are still studying. Graduation is not the only trigger, and a single degree is not sufficient without the required consecutive history.
Evidence of the history
Provide certification from an educational institution establishing more than six years of study in Panama, or demonstrate education residence permits for more than six consecutive years, as applicable. The documentary alternatives do not remove the underlying requirement for consecutive study in the country.
Where the history spans multiple schools, collect the records needed to establish the whole period and have the legal representative confirm how it should be presented to Migration.
Address and common records
The decree requires a legal representative, application, photographs, the common migration documents, and proof of a Panamanian address. Accepted address evidence includes a utility bill, lease, or justice-of-the-peace certificate. The decree exempts the applicant from the common repatriation deposit; it does not waive every fee.
A minor’s application needs the prescribed parent or guardian authority and birth record. If a third person is responsible, additional notarized authorization and identity evidence are required.
What This Route Allows
The first stage is provisional residence for two years. After that period, the applicant may seek permanent residence by satisfying the requirements again, subject to the decree’s stated payment exception.
The measure creates a residence option based on a substantial existing connection to Panama. It does not itself grant unrestricted employment rights. Confirm the appropriate MITRADEL work authorization and any professional restrictions before taking a job.
What This Route Is Not
It is not immediate permanent residence, an open graduate work permit, or a route available merely because you enrolled in a Panamanian university. It should not be marketed as a quick immigration benefit attached to a short course.
The ordinary student route has its own duration and renewal rules. Do not assume its permit can be extended automatically until you reach the longer-history threshold; obtain advice on the available status before it expires.
Next Steps
- Assemble the actual dates of your studies in Panama and identify any interruption.
- Obtain school certifications and the relevant education-permit records.
- Ask a Panamanian immigration lawyer to check the qualifying history, whether your current status lets you apply, and current checklist.
- Prepare address, identity, background, health, and any parent or guardian evidence, then file for the provisional stage.
- Track the two-year period and prepare the separate permanent application. Address work authorization independently if you will be employed.
