Summary

The current Nationality Law allows discretionary naturalization for a foreign adult who has rendered, or is called to render, relevant services to the Portuguese State. Since 19 May 2026, the statute no longer extends this category to services only to the Portuguese national community.

Applications already pending on 19 May 2026 remain under the earlier law, which used the broader State-or-community wording.

What This Route Allows

If the Justice Minister grants naturalization, you become a Portuguese citizen and therefore an EU citizen.

What This Route Is Not

This is not a reward for ordinary volunteering, donations, cultural interest, or private achievement. A contribution solely to a community organization does not satisfy the text of the post-19-May-2026 statute unless it also amounts to relevant service to the Portuguese State.
