The applicant must establish identity, lawful entry and status, permanent-settlement intent, and a credible source of support. The official procedure describes different evidence for employees, self-employed workers, entrepreneurs, remote foreign workers, retirees, people receiving rents, and applicants supported by another person.

An adult normally needs national criminal-record certificates from the relevant countries of nationality and recent residence, plus Uruguay's vaccination certificate. Birth, marriage, custody, or other civil-status records may be required. Foreign public records generally need apostille or legalization and Spanish translation unless an exception applies.

The process involves in-country appointments and original documents. Requirements for minors, dependents, and applicants who need an entry visa differ.

What This Route Allows

Approval grants permanent residence in Uruguay. A permanent resident can live and work in the country subject to the ordinary labor, tax, professional, identity-card, and social-security rules.

Permanent residence can support a later legal-citizenship application, but the Electoral Court separately examines habitual residence, family circumstances, livelihood, Spanish ability, conduct, witnesses, and the applicable 3- or 5-year period.

What This Route Is Not

It is not an investor visa and does not require buying property. Owning a home alone is not proof of a sufficient livelihood or genuine residence.

It is not immediate citizenship, and an application receipt is not the same as a final permanent-residence decision. A person seeking only a short stay should compare the appropriate temporary category.
