Where You Can Move Abroad Without a Job Offer

Key findings

  • Points-based systems, talent pathways, and job-seeker permits let some applicants start without employer sponsorship.
  • Canada and Australia include pathways that can lead directly to permanent residency before a job offer.
  • If sponsorship is the blocker, income-based digital nomad or retirement pathways may be a faster first move than a work visa.

The biggest barrier to working abroad is usually needing an employer to sponsor you first. But a surprising number of countries let skilled people immigrate on points, talent, or a job-seeker permit — no offer required. This report lists the work pathways you can start on your own.

If Portugal or Spain is on your shortlist, compare the income-based options in Portugal D7 vs D8 vs D2 and Spain Non-Lucrative Visa vs Digital Nomad Visa.

Passport-based pathways with no job offer

Some pathways remove the employer-sponsor problem because the applicant's citizenship is the qualifying hook. These are not useful to U.S.-only citizens, but they are powerful for dual nationals.

Mercosur residence is the clearest example in South America. Eligible citizens can often live and work in another participating country without a local job offer, investment, family tie, or remote-income test. Start with the destination-specific pathways for Argentina, Brazil, Chile, Colombia, Paraguay, Peru, and Uruguay.

Methodology

Figures come from Citizeo's structured dataset of citizenship and residency programs, reflecting publicly available rules as of June 2026. Where pathways are ranked by cost, mixed currencies are compared using approximate USD equivalents and amounts shown are the lowest qualifying option per program.
