Samoa Business Residence
At a glance
An approved business or investment in Samoa can support temporary residence. You need investment, licensing, and company-registration documents, and Immigration must separately approve your application to stay.

Summary
Foreign business operators can seek temporary residence in Samoa to run an approved business, with business authorization and personal immigration permission handled separately. The commerce ministry, MCIL, handles foreign investment and registration, while the Ministry of Customs and Revenue handles business licensing.
Those documents support a separate temporary-residence application with Immigration. Confirm that the permitted business role matches what you will actually do and whether additional labor approval is needed. Business ownership alone does not establish personal residence or permanent status.
Eligibility
The published checklist requires an investment certificate, business license, and company-registration evidence, alongside the residence application and personal records.
These documents do different jobs. The Foreign Investment Certificate covers the foreign investment, the business license permits the approved activity, and the residence permit lets you stay. Samoa's current business guidance places registration and foreign-investment services with the commerce ministry (MCIL). The Ministry of Customs and Revenue handles business licensing. Immigration decides the residence application separately.
-
Confirm the business activity and approvals Check registration, foreign-investment, and licensing requirements.
-
Prepare business and residence records Each approval has a different purpose and must be obtained where required.
-
Obtain entry and residence approval Check your permitted business role and any separate labor requirements.
A bank balance or company registration alone does not grant residence.
What This Route Allows
An approved permit lets you stay temporarily for the accepted business and the period granted. Follow the conditions attached to both the business and your residence.
What This Route Is Not
This is not citizenship by investment, permanent residence, or a residence grant based solely on a bank balance. Confirm the permitted role in the business and any separate labor requirements.
Next Steps
- Confirm the business activity and the required government approvals.
- Prepare the investment, license, registration, and residence documents.
- Obtain entry and residence approval before relying on the business basis for your stay.
