Panama Pensionado vs Friendly Nations vs Qualified Investor vs Digital Nomad
Key findings
- Pensionado and Qualified Investor can grant permanent residence directly. Friendly Nations starts with two-year provisional residence. The digital-nomad visa is a non-resident stay of up to 18 months.
- Pensionado requires a qualifying lifetime pension, not ordinary passive income. Friendly Nations requires both an eligible nationality and a Panamanian job, property, or fixed deposit under the current rules.
- Qualified Investor is the fastest of these investment routes to permanent status, but its current investments begin at PAB/USD $300,000 and must follow regulated channels.
Panama's best-known immigration routes qualify people for very different reasons. Pensionado is based on a lifetime pension. Friendly Nations combines an eligible passport with a current employment or investment basis. Qualified Investor is direct residence through a substantial regulated investment. The remote-worker visa permits a temporary foreign-facing work stay but is not residence.
Older internet summaries frequently describe Friendly Nations as instant permanent residence through company formation. That is no longer the current route.

Panama routes at a glance
| Route | Main qualifying fact | Core threshold or basis | Status granted | Local work position |
|---|---|---|---|---|
| Pensionado | Qualifying pension for life | PAB/USD $1,000 monthly; a limited $750 branch applies with personally owned Panamanian property worth more than $100,000 | Indefinite permanent residence | Residence does not by itself remove separate labor and regulated-profession rules |
| Friendly Nations | Listed citizenship plus employment, property, or fixed deposit | Panamanian job; or $200,000 qualifying property; or $200,000 unencumbered three-year fixed deposit | 2-year provisional residence, then a separate permanent application | Employment branch still coordinates with the labor-permit process; investments do not automatically authorize work |
| Qualified Investor | Completed regulated Panamanian investment using foreign-source capital | $300,000 real estate; $500,000 qualifying securities; or $750,000 five-year fixed deposit under current MICI guidance | Direct permanent residence | Work authorization and professional licensing remain separate |
| Digital nomad | Foreign remote work whose effects remain abroad | $36,000 annual foreign-source work income | 9-month non-resident short stay, renewable once for 9 months | Approved foreign remote work only; no Panamanian job or local clients |
Choose Pensionado when the payment is guaranteed for life
Panama Pensionado is unusually strong for a person with a qualifying government, social-security, international-organization, or private-company pension granted for life. The standard minimum is PAB/USD $1,000 a month. Spouses may combine qualifying pensions for that base amount under the current checklist, while dependents require additional means.
The limited $750 alternative applies only when the applicant has personally acquired Panamanian property worth more than $100,000 and can prove it through the Public Registry. It is not a general reduced threshold for anyone who plans to rent or buy later.
This route is direct, indefinite permanent residence for the principal applicant. Its apparent simplicity depends on the quality of the pension evidence. Savings, dividends, rental income, portfolio withdrawals, or a payment that can end do not become a lifetime pension because the applicant is retired.
Choose Friendly Nations only when nationality and a current basis both fit
Friendly Nations residence first requires citizenship from the current specified-country list. A listed passport is only the first gate. The applicant must also prove one of three present bases:
- employment with a bona fide Panamanian employer and the corresponding migration and labor records;
- at least PAB $200,000 in qualifying Panamanian real estate; or
- at least PAB $200,000 in an unencumbered three-year fixed deposit with a qualifying Panamanian bank.
The current route begins with a two-year provisional permit. The applicant then files separately for permanent residence and re-establishes the relevant requirements. Forming a Panamanian company by itself is not a current qualifying basis, and a normal bank or brokerage balance is not the required fixed deposit.
For an American with a real Panamanian job or a $200,000 property plan, Friendly Nations may require less capital than Qualified Investor. The tradeoff is the provisional stage and, for employment, dependence on both the job and labor-authorization process.
Choose Qualified Investor for direct residence through regulated capital
Qualified Investor provides direct permanent residence after the qualifying investment and government certifications are completed. Current Ministry of Commerce and Industries guidance lists:
- at least PAB $300,000 in qualifying Panamanian real estate;
- at least PAB $500,000 in qualifying securities through a licensed Panamanian securities house; or
- at least PAB $750,000 in a five-year fixed deposit with a qualifying bank.
The real-estate threshold has been amended and discussed repeatedly; the current figure should be rechecked immediately before funds move. The qualifying capital must be traced from abroad, and the investment structure, regulated intermediary, title or contract, certification, and maintenance terms must fit the applicable track.
This is permanent residence by investment—not citizenship by investment and not a government endorsement of the asset. Commercial due diligence remains essential, particularly for developments, co-ownership, securities, and deposits with liquidity restrictions.
Choose digital nomad for a temporary remote-work stay
Panama's Short-Stay Visa as a Remote Worker is for an employee of a foreign company or a person working through a foreign-registered business. The work must have its effects abroad, the income must come from outside Panama, and the applicant must prove at least PAB $36,000 a year.
The visa lasts nine months and may be extended once for another nine months. It does not create temporary or permanent residence. The holder signs a declaration not to accept a Panamanian job or provide services to Panamanian citizens, residents, tourists, or companies.
This route fits someone testing Panama while keeping a genuine foreign work arrangement. It does not fit someone seeking local clients, an ordinary Panamanian job, or a direct residence clock.
Which route fits common situations?
| Your situation | Usually check first | Why |
|---|---|---|
| You receive at least $1,000 a month in qualifying lifetime Social Security or pension income | Pensionado | It provides direct indefinite permanent residence at the lowest financial threshold |
| You are an eligible national with a Panamanian job | Friendly Nations | Employment can support provisional residence, alongside the separate labor process |
| You are an eligible national buying $200,000 in qualifying property | Friendly Nations | It uses less real-estate capital than Qualified Investor but has a provisional stage |
| You want direct permanent residence through qualifying real estate and can invest $300,000 | Qualified Investor | It avoids the Friendly Nations two-year provisional period |
| You will keep foreign remote work and want no more than 18 months | Digital nomad | It expressly covers the foreign-facing activity without pretending to be residence |
| You have $100,000 for a qualifying forestry project | Forestry investor | A separate route can begin a provisional-to-permanent sequence, but it has environmental, project, and five-year maintenance rules |
Family, work, and citizenship cautions
Each route has its own dependent, solvency, relationship, and status rules. A principal applicant's permanent residence does not mean every adult child receives identical permanence. Employment permission also remains separate: permanent residence can support life in Panama without automatically overriding labor permits, profession restrictions, or business licensing.
None of these routes sells Panamanian citizenship. Naturalization is a separate constitutional and discretionary process that examines the correct residence basis, actual domicile, declarations, Spanish and civic knowledge, and other requirements. A permanent-resident card and occasional visits should not be marketed as an automatic passport timeline.
