Summary

Albania's digital mobile worker route is a single residence-and-work permit for a foreign national who performs remote tasks under a valid employment or service contract with an employer, contractor, or client based outside Albania. The work must be capable of being done without a fixed workplace through information-technology tools.

Article 68 of Law 79/2021 provides a one-year permit the first time. The applicant must be lawfully staying in Albania when applying and must document foreign remote work, adequate financial resources, accommodation and a home address in Albania, health insurance valid for at least one year, and a criminal-record certificate from the country of origin.

The Ministry of Interior's current checklist gives two financial alternatives per person: at least ALL 32,000 in monthly income, or a personal or family deposit of at least ALL 300,000 for one calendar year in a second-tier bank in Albania. Those figures are in Albanian lek; a private website's converted euro or dollar figure can quickly become inaccurate.

The route generally requires all of these elements:

The foreign contract is a core distinction. An employee can use a contract with an employer based abroad. An independent worker can use a service contract with a contractor or client based abroad. The document should identify the parties, work, term, payment, and ability to perform the tasks remotely. A résumé, website, or informal client message is not the same as a valid contract.

The income and deposit alternatives should not be blended into an invented higher threshold. An applicant meeting the monthly-income test need not also prove the full deposit, while an applicant using the deposit route must use the kind of Albanian bank evidence identified by the official checklist. The per-person wording means dependents affect the required total.

The criminal-record and other foreign documents generally must be recent, translated into Albanian, and authenticated or legalized under the applicable international rules. The Ministry page states that documents from the country of origin or legal residence should have been issued within the prior six months.

Applications are made online through e-Albania. Law 79/2021 allows online residence applications by a person who entered with the appropriate long-stay visa or who entered visa-free and remains within lawful stay. Visa rules depend on nationality, so confirm entry permission before traveling merely to apply.

What This Route Allows

If approved, the single permit allows the holder to reside in Albania for the period printed on the permit and perform the foreign remote work on which it was based. It combines the residence and authorized work basis into one process rather than requiring a separate ordinary local-employment permit for that foreign remote activity.

The first digital mobile worker permit is for up to one year. General Albanian law provides renewal mechanisms for fixed-term permits where the grounds continue, but renewal is a later application and should not be guaranteed in advance.

Digital-worker residence is not listed among the temporary categories excluded from the general permanent-residence calculation. A person who completes five years of legal and consecutive qualifying residence may potentially apply under Article 87, subject to absence limits, lawful resources, insurance, housing, taxes, and the other current conditions. One permit by itself does not grant that status.

What This Route Is Not

It is not a permit for ordinary employment by an Albanian company. A worker moving onto a local payroll or changing to materially different work should check the correct employee, self-employed, or other single-permit category before beginning that activity.

It is not available based only on savings held anywhere in the world. The published deposit alternative specifies a qualifying personal or family deposit in a second-tier bank in Albania.

It is not automatically five years for every applicant, even though Law 79/2021 contains a general five-year first-residence rule for citizens of the United States, EU member states, and Kosovo. Article 68 specifically describes the first digital mobile worker permit as one year, so applicants should obtain the issuing authority's written confirmation before relying on a longer card.

It is also not automatic permanent residence or citizenship. Permanent residence requires a separate Article 87 application after the qualifying history, and Albanian ordinary naturalization has its own current residence, permanent-permit, language, history, income, housing, record, and security rules.

Finally, immigration permission does not answer Albanian tax residence, foreign-employer payroll, social-insurance, business-registration, or permanent-establishment questions. These depend on the person's actual work and presence.

  1. Confirm that the employer, contractor, or client is legally based outside Albania and obtain a signed contract that clearly permits remote performance.

  6. Apply online through the current e-Albania single-permit service and monitor requests for missing documents and fee payment.
  7. After approval, complete the residence-card, address-registration, and tax steps that apply. Check the permit's printed work description and expiry.
  8. Apply for renewal within the official window if the foreign contract and all other conditions continue. Track travel, taxes, insurance, and housing if permanent residence may later be a goal.
