- Documents
- Business registration and the required investment certificate
- Limits
- Registering a company alone does not grant residence
Summary
Rwanda offers residence to eligible people running a local business. The permit category depends on the enterprise’s sector and the applicant’s operating role. Prepare the company registration and investment certificate for the individual immigration application. Registering the company completes a business step, but it does not itself grant the person residence.
Eligibility
Choose the category that matches your business, such as manufacturing, tourism, technology, or another sector. Check that your proposed activity, foreign ownership, and personal role are allowed.
Obtain business registration and the investment certificate, then prepare your passport, CV, police clearance, and investment records. The published initial application charge is RWF 150,000.

What This Route Allows
An initial permit in the relevant business category can last up to two years. It covers the business activity and period approved, with any separate work or professional permission still required.
Some later renewals can be for five years, but those categories require a qualifying history of earlier permits. Do not assume the five-year term applies to your first application.
What This Route Is Not
Registering a company, holding shares, or buying property does not by itself grant residence. This is not citizenship by investment and does not guarantee permanent residence.
Next Steps
- Confirm the permit category for your industry and role.
- Gather registrations, the investment certificate, and business and personal records.
- Apply for your permit and any other required permissions. Keep the records needed for renewal.
